Responsibilities
- Provide advisory services to Africa Region units and leadership teams on business and talent strategy, career management, policy formulation, and people management.
- Establish close partnership with clients to think strategically about business models and support business strategies.
- Provide in-depth analysis and insight on talent availability and needs considering local cultural context.
- Provide guidance on change processes and engagements and advise on capacity building for affected staff.
- Use HR analytics to map staffing landscape and trends in client areas.
- Partner with managers to develop talent strategies and frameworks including staffing levels, skills mix, workforce diversity, and succession planning.
- Advise on job definition, candidate selection, reassignment, mobility, and exit strategies.
- Advise staff and managers on HR policies and practices and provide expert strategic advice to develop innovative HR solutions.
- Contribute to policy development and reviews.
- Support client managers and staff in talent and performance management, including motivating staff, managing performance deficiencies, and establishing performance expectations.
- Advise on developing a high performance culture and talent identification and career development options.
- Provide expert support on managing complex cases such as performance, health, and exit.
- Assist in identifying learning and development needs and design capacity building interventions.
- Mentor junior staff.
- Contribute to Corporate HR programs and deliverables.
- Advise and support managers in organizational effectiveness interventions and development of high-performing teams.
- Lead or participate in HR projects, working groups, and task forces at client or corporate level.
- Leverage HR resources within the Bank to support effective HR management.
- Support managers and staff in establishment, leadership, development, and management of high-performing units and teams.
- Support effective functioning of the Bank's matrix organization at all levels.
Requirements
- Master’s Degree in Human Resources Management, Organizational Development, Business Administration, Public Sector Management, or related disciplines.
- Eight or more years of relevant HR experience or equivalent combination of education and experience.
- Knowledgeable about HR best practices and institutional HR policies, priorities and practices.
- Ability to tailor HR advice based on client needs in support of business needs.
- Ability to develop innovative HR solutions to complex problems.
- In-depth understanding and knowledge of the Bank's business and matrix organization.
- Ability to advise and provide integrated approaches to policy development initiatives.
- Experience resolving complex HR issues that lack precedent.
- Ability to advise and assist client managers in strategic staffing, including skills mix, staffing levels, recruitment, reassignments, exit strategies, and processes.
- Ability to roll out the annual Talent and Performance Management cycle.
- Experience in skill learning needs assessment and design and implementation of customized capacity-building engagements.
- Ability to lead, contribute and project manage organizational changes and apply organization development skills such as design of OD interventions, facilitation, team building, conflict resolution, and learning needs analysis.
- Fluency in both English and French.
- Excellent workflow project management and task organization skills.
- Demonstrated analytical skills and proficiency with analytical tools.
- Excellent communication skills, both written and verbal.
- Ability to maintain client relationships and provide evidence-based advice and solutions.
- Ability to identify needed resources and find solutions to obstacles affecting key deliverables.
- Leadership in teamwork, collaboration, and inclusion.
- Ability to share best practices, trends, knowledge, and lessons learned across units and with clients and partners.
