The DHIS2 Technical Analyst will provide first and second level technical support for the Vanuatu Ministry of Health’s VanHMIS, the national public health reporting system built on the DHIS2 platform. The role involves user support, system configuration, data quality strengthening, user access management, training, and coordination with Ministry of Health and WHO teams to ensure reliable operation and continuous improvement of the DHIS2 platform.

Responsibilities

  • Provide first level DHIS2 user support including login problems, password resets, user account access, organisation unit assignment, data entry access, basic navigation, and routine troubleshooting.
  • Serve as first point of contact for VanHMIS users at various health system levels and log, classify, prioritize, and track user support requests.
  • Provide practical guidance on data entry forms on web and mobile DHIS2 versions.
  • Escalate infrastructure or network issues to the Department of Communications and Digital Transformation (DCDT) technical team.
  • Maintain a knowledge base of FAQs, common errors, user guidance notes, and standard responses.
  • Provide second level DHIS2 technical and configuration support including resolving complex application issues and supporting configuration changes.
  • Maintain configuration discipline through documentation, testing, approval, and change control processes.
  • Troubleshoot reports, dashboards, analytics outputs, reporting rates, data aggregation, validation rules, and metadata relationships.
  • Support testing of new or revised DHIS2 configurations before production release.
  • Escalate unresolved defects, server-side problems, integration issues, or system performance concerns to Digital Health team, DCDT, or WHO.
  • Support routine data quality checks and assist programme teams to resolve data quality issues.
  • Configure and maintain data quality validation rules, dashboards, and standard reports.
  • Support reporting processes by helping users access accurate dashboards, reports, and analytical outputs.
  • Manage user access, roles, and system security procedures following approved Ministry of Health procedures.
  • Promote safe and responsible use of VanHMIS including protection of sensitive information.
  • Report suspected data security, privacy, or unauthorized access issues.
  • Provide hands-on DHIS2 coaching and develop user guides, job aids, refresher materials, and SOPs.
  • Support formal and informal DHIS2 training sessions and recommend targeted training or system improvements.
  • Monitor VanHMIS operational issues and coordinate with DCDT on hosting, server performance, backups, upgrades, network access, and system availability.
  • Assist with DHIS2 version upgrades, testing, release notes review, and user communication.
  • Maintain support issue register, change request log, configuration documentation, and escalation tracker.
  • Prepare regular support summaries and contribute to continuous improvement of VanHMIS.
  • Coordinate with Ministry of Health Digital Health team, public health programmes, provincial health teams, DCDT, and WHO to align support activities with strategic priorities.

Requirements

  • University degree in Computer Science, Information Technology, or related discipline.
  • Postgraduate qualification (master’s degree) in health information systems or digital health or related discipline is desirable.
  • At least two years of relevant professional experience providing user support for information systems, including troubleshooting, issue logging, user follow-up, and escalation of unresolved technical issues.
  • Experience working with data collection, reporting, or monitoring systems, preferably in the health, government, development, education, or broader public sector.
  • Experience supporting end users with varying levels of digital literacy, including the ability to explain technical issues in simple and practical terms, and proficiency in using Microsoft Excel or similar tools for data review, cleaning, basic analysis, reporting, and documentation.
  • Experience developing or updating user guidance materials, including job aids, frequently asked questions (FAQs), standard operating procedures (SOPs), and training materials.
  • Experience supporting routine health reporting, public health reporting, monitoring and evaluation, or Ministry of Health programme reporting is desirable.
  • Experience supporting training, coaching, or mentoring system users, and working with national or provincial government systems, health facilities, or development partner–supported programmes is desirable.
  • Prior experience with DHIS2 or other health information systems, and/or strong information systems support, and data management skills is desirable.
  • Good understanding of basic information systems concepts, including user accounts, access rights, data entry forms, reports, dashboards, system errors, and routine system maintenance.
  • Good understanding of data quality principles, including completeness, timeliness, consistency, accuracy, missing data, duplicate entries, and unusual reporting patterns.
  • Ability to learn DHIS2 configuration and support functions, including data sets, data elements, indicators, organisation units, user roles, dashboards, reports, validation rules, and metadata management.
  • Ability to document issues, actions taken, solutions applied, and matters requiring escalation, and to work effectively with national, provincial, programme, and facility-level staff in a respectful and service-oriented manner.
  • Basic understanding of public health programmes, routine health information systems, health facility reporting workflows, digital health governance, cybersecurity, data protection, and health information confidentiality; familiarity with Vanuatu’s health system and digital health priorities, with knowledge of data visualisation or dashboard tools considered an advantage.
  • Fluency in the English and Bislama language.
