National Consultant - Nursing Guidelines and Training Manual for Primary Health Care (PHC) and Family Health

The World Health Organization seeks a national consultant with expertise in Primary Health Care and nursing systems to update nursing guidelines and training manual for PHC and Family Health in the West Bank. The consultancy supports the Ministry of Health in revising and operationalizing nursing guidelines aligned with WHO standards and UHC principles to strengthen nurse-led PHC services.

Responsibilities

• Provide technical leadership and facilitation to update and contextualize Nursing Guidelines for PHC aligned with WHO standards and local health system realities.
• Develop an updated competency-based training manual for PHC and Public Health Nursing focusing on priority health areas and practical skills.
• Design a structured training implementation plan for phased national rollout including institutional arrangements and monitoring frameworks.
• Conduct stakeholder consultations, facility visits, and validation workshops to ensure participatory development and validation of guidelines and training materials.
• Support national launch events, regional training-of-trainers workshops, and pilot testing of revised guidelines and training modules.
• Submit comprehensive reports including inception, gap analysis, final guidelines, training manuals, implementation plans, and final consultancy report with lessons learned and recommendations.

Requirements

• Advanced university degree (Master’s level minimum, PhD preferred) in Nursing, Public Health, Health Systems, or equivalent.
• Additional qualification and experience in primary care and/or nursing education is a strong asset.
• At least 7-10 years of relevant professional experience in Primary care and nursing.
• Minimum 5 years of specific experience in guideline development, training manual creation, evidence-based health policy, and capacity building in low-resource or conflict-affected settings.
• Demonstrated experience in the Palestinian health system and oPT context is essential.
• Deep understanding of WHO PHC standards, UHC, EHSP, and nursing competencies.
• Strong expertise in evidence reviews, stakeholder facilitation, data analysis, workshop design, and document formulation.
• Excellent analytical, writing, communication, and organizational skills.
• Ability to work in sensitive contexts with cultural appropriateness.
• Fluency in written and spoken Arabic (essential).
• Knowledge of English highly desirable.
