The Database Administrator will lead coordination and technical support for NTD data management, ensuring integration, quality, and security of data systems to support disease control and elimination efforts in the WHO African Region. The role involves collaboration with WHO HQ, national programmes, and partners to enhance data collection, analysis, and reporting for neglected tropical diseases.

Responsibilities

  • Act as the technical focal point with WHO HQ, national programmes and partners to align NTD data collection and reporting tools and standard procedures.
  • Lead the integration of data from the Joint Application Package and other routine national datasets into the ESPEN Data Portal.
  • Contribute to resource mobilization and advocacy activities in support of the implementation of WHO and AFRO Resolutions.
  • Collaborate with CM-NTD Data management focal points and others on data and information management.
  • Develop and oversee data backup, recovery, and business continuity strategies; mitigate cybersecurity and data quality risks, ensuring system resilience.
  • Implement and monitor data-sharing agreements, access controls, and confidentiality protocols.
  • Develop and manage APIs and data visualization tools that enhance system interoperability and user experience of the ESPEN data portal, in line with WHO's FAIR data principles.
  • Technically review the preventive chemotherapy data (endemicity and demography, and preventive chemotherapy strategy to be implemented).
  • Support disease-specific officers in ensuring country NTD programmes apply the appropriate preventive chemotherapy based on disease endemicity and history of treatment.
  • Collaborate with WHO/HQ/NTD team to continuously improve the WHO standard data reporting forms.
  • Provide technical support to the generation of analytical dashboards and performance metrics to track progress toward the NTD Roadmap 2021-2030 targets.
  • Conduct rapid assessment of existing tools, data, datasets, and data-warehouses used at country, regional and global levels to support management of NTD data and information.
  • Improve data collection specifically targeting the Joint Application Packages (JAPs) and GNARF.
  • Provide technical support to Ministries of Health in preparing and submitting high-quality preventive chemotherapy data.
  • Work closely with WHO country offices and NTD programmes to close data gaps and improve data completeness and timeliness.
  • Provide training to country data managers and national NTD programmes to strengthen data management capacity.
  • Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

Requirements

  • First university degree in Computer sciences, Information Systems, or Information Technology, Monitoring and Evaluation, or related field.
  • Certification in data analysis, database platforms, statistical programming or public health informatics tools is desirable.
  • Experience working in developing countries is desirable.
  • A minimum of five (5) years of experience in public health data management and analysis at national or international level.
  • Five years of experience in management and utilization of programme data (preferably public health related programming) for decision-making.
  • Experience working with National NTD Programmes.
  • A minimum of 3 years of working experience inclusive with WHO or other international organizations is desirable.
  • Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.
  • Good knowledge of NTD data flow and data collection process.
  • Good knowledge of NTD preventive chemotherapy planning and implementation principles.
  • Excellent knowledge of database, data warehouse and data-driven application architecture design, development, and implementation.
  • Proven skills and excellent working knowledge in SQL Server, Business Intelligence tools (Microsoft Power BI, Tableau, etc.).
  • Knowledge of GIS (stand-alone and online GIS application such as ArcGIS online and Desktop).
  • Knowledge of statistical principles, methods and software packages and data analysis.
  • Expert knowledge of English is essential.
  • Intermediate knowledge of French is desirable.
