Consultant - Health Expenditure Tracking and SRHR Financing

The consultant will support WHO AFRO in strengthening the measurement, analysis, and use of Sexual and Reproductive Health and Rights (SRHR) expenditure data through improvements to health expenditure tracking methodologies and enhanced analysis of National Health Accounts data across the African Region. The role involves refining the SHA 2011 framework, piloting SRHR expenditure tracking methodologies, supporting regional data management and analysis, and producing analytical products to inform policy dialogue and advocacy.

Responsibilities

• Support refinement of the SHA methodology for SRHR expenditure tracking including reviewing existing SHA 2011 classifications and mapping of SRHR interventions, developing refined SRHR expenditure classifications and coding structures, drafting and revising technical guidance, preparing technical background documents, and supporting expert validation consultations.
• Support piloting of the SRHR expenditure tracking methodology by providing technical support to pilot countries, reviewing expenditure mapping approaches, participating in technical review of pilot outputs, documenting lessons learned, and contributing to finalization of the methodology.
• Strengthen regional NHA data management and analysis by compiling and organizing NHA datasets, reviewing production files, extracting detailed expenditure information, developing standardized data management approaches, and supporting quality assurance and validation.
• Conduct analytical work on health and SRHR expenditures including analyzing NHA data to generate evidence on financing trends, producing analyses on reproductive and maternal health expenditures, conducting expenditure analyses by various categories, identifying financing patterns and gaps, and supporting development of analytical products.
• Support dissemination and evidence use by preparing country SRHR expenditure briefs, presentations, technical reports, policy summaries, supporting regional learning activities, and contributing to evidence products for policy dialogue and advocacy.

Requirements

• Advanced university degree (Master's level or above) in health economics, economics, public health, health financing, statistics, epidemiology, development economics, or another relevant field.
• Specialized training in National Health Accounts, System of Health Accounts (SHA 2011), health financing, health economics, or expenditure analysis is desirable.
• Additional training or academic background in reproductive health, maternal health, or SRHR is an asset.
• Minimum of 7 years of progressively responsible professional experience in health financing, health expenditure tracking, National Health Accounts, or health economics.
• Demonstrated experience working with the SHA 2011 framework and National Health Accounts production.
• Experience analyzing health expenditure data and producing analytical reports.
• Experience working with large datasets and quantitative analysis.
• Experience supporting countries in the production or use of National Health Accounts.
• Experience with Health Accounts Production Tool (HAPT) datasets and country production files is desirable.
• Experience working on reproductive, maternal, newborn, child, adolescent health or broader SRHR financing issues is desirable.
• Experience working with WHO, OECD, World Bank, UN agencies, or development partners on health financing and resource tracking is desirable.
• Experience supporting multi-country analytical projects in Africa is desirable.
• Familiarity with the Global Health Expenditure Database and health financing indicators is desirable.
• Advanced knowledge of the System of Health Accounts (SHA 2011).
• Strong understanding of National Health Accounts production processes.
• Excellent quantitative and analytical skills.
• Strong skills in data management and statistical analysis.
• Ability to analyze complex expenditure datasets and derive policy-relevant findings.
• Strong technical writing and presentation skills.
• Proficiency in Excel and data analysis software such as Stata, R, SPSS, or similar.
• Experience working with Health Accounts Production Tool (HAPT) datasets is highly desirable.
• Experience managing large databases and analytical datasets.
• Expert knowledge of English is essential.
• Working knowledge of French and/or Portuguese is desirable.
