The Budget Assistant supports the planning, compilation, and preparation of the Biennial Work Plan, ensuring compliance with financial regulations and providing budgetary clearance and guidance to staff. The role involves financial services such as reviewing payments, preparing financial reports, and coordinating financial transactions and reconciliations.

Responsibilities

  • Assist in the planning, compilation, and preparation of the Biennial Work Plan (BWP), including allocation of regular and extra-budgetary funds by projects
  • Ensure all regular and extra-budgetary funded transactions in budget control, finance, and accounts comply with established rules and regulations
  • Review and provide budgetary clearance to project proposals, correspondence, and requests, ensuring conformity with financial regulations, policies, and procedures
  • Provide guidance to staff on the correct application of financial rules and regulations
  • Provide financial services including reviewing payment vouchers, issuing payment instructions, and analyzing cases requiring supervisor decisions
  • Prepare, analyze, and evaluate work plan, accounting, and other financial reports for management use
  • Coordinate prompt and appropriate recording of financial transactions and ensure timely reconciliation and monthly and annual closure of eImprest accounts
  • Ensure timely replenishment of accounts and maintenance of efficient cash balances
  • Perform other duties as assigned by the supervisor

Requirements

  • Completion of Secondary School
  • University degree in Finance/Management/Public Administration or related field is desirable
  • Postgraduate diploma or professional certification in project management or a related field is desirable
  • At least 10 years of relevant experience with an emphasis on program management and/or budget and financial monitoring
  • Good knowledge of the WHO program management and end-to-end business processes as designed in the Global Management System is desirable
  • Experience in project management, ideally in the UN System and/or a public health context is desirable
  • Good knowledge of GSM/BMS System or similar ERP Systems is desirable
  • Good knowledge of the WHO Results-Based Management framework and related business processes
  • Knowledge of Oracle projects and Oracle Financials or similar ERP applications and systems
  • Sound knowledge of the Organization's policies and practices, as well as project management principles and their application within WHO
  • Ability to act independently and exercise sound judgment
  • High level of organizational and analytical ability, combined with good writing and communication skills
  • Proven ability to maintain and establish excellent interpersonal working relations and to work with competing priorities under pressure
  • Expert knowledge of English
