Social Protection Financing and Resource Mobilization Consultant

The consultant will support the Ministry of Social Development (MoSD) in developing a clear, practical, and realistic fundraising plan to strengthen sustainable financing for the social protection sector in line with the MoSD Sector Strategy 2025–2027 and the Shock-Responsive Social Protection Protocol. The role involves reviewing the financing landscape, mapping funding sources, developing fundraising frameworks, and supporting proposal development.

Responsibilities

• Review and analyze the current financing and fundraising landscape for the social protection sector, including existing grants, funding agreements, and financing arrangements, and assess who MoSD is currently approaching for funding and which thematic areas are being financed.
• Assess the scale, duration, and predictability of existing funding, its alignment with the MoSD Strategy and SRSP Protocol, and identify recurring funding gaps, underfunded areas, and internal institutional/capacity constraints affecting resource mobilization.
• Identify and map potential funding sources and fundraising mechanisms that MoSD could realistically pursue, including bilateral and multilateral partners, IFIs, UN agencies, foundations, CSR and private sector actors, diaspora, and other non-traditional/innovative financing channels, with actionable steps on how MoSD could tap into each.
• Conduct a targeted data-gathering exercise, in coordination with MoSD, to identify priority programmes, planned interventions, and operational needs across MoSD departments and units, and translate these into a structured set of funding needs.
• Develop MoSD's prioritized funding plan, linking social protection priorities and programmes to funding needs and fundable investment packages, and proposing practical approaches for engaging potential funders/donors, including a phased and realistic roadmap.
• Develop a comprehensive Fundraising Framework for the social protection sector, covering fundraising approaches and methods, donor segmentation and engagement strategies, and communication, visibility, and advocacy channels to support fundraising.
• Outline key donor requirements and expectations, and propose a realistic institutional, human resource, and budget plan for fundraising, including recommended structures, roles, and systems for tracking, reporting, and donor coordination.
• Organize and facilitate a consultative validation workshop to review findings and validate strategic recommendations and organize and facilitate a Ministry-led Fundraising Event (funded by WFP) to present the final framework and mobilize donor interest.
• Support MoSD in developing and submitting at least one to two fund-ready proposals aligned with identified funding opportunities.
• Prepare an Inception Report and a Final Report, with deliverables submitted in English, and the fundraising plan submitted in both English and Arabic, with key summaries translated into Arabic upon request.

Requirements

• Advanced university degree (Master's level or equivalent) in economics, public policy, international development, social policy, or a related field. A first-level degree with substantial additional relevant experience may be considered.
• A minimum of 10 years of progressively responsible professional experience in donor coordination, resource mobilization, fundraising strategy, or development finance.
• Demonstrated experience working with or supporting government ministries or public institutions on fundraising, financing strategies, or social protection programming.
• Proven track record in developing donor coordination frameworks, fundraising plans, or resource mobilization strategies for the social protection or related sectors.
• Prior experience working in the West Bank and/or Gaza or in comparable fragile and conflict-affected contexts is strongly preferred.
• Familiarity with the Palestinian social protection landscape, relevant government structures, and the roles of bilateral and multilateral development partners operating in the West Bank is an asset.
• Experience working with UN agencies, international financial institutions, or bilateral donors in a resource mobilization or partnership capacity is strongly preferred.
• Experience conducting or supporting donor mapping exercises, financing landscape analyses, and stakeholder consultations.
• Fluency in Arabic and English languages.
