The Programme and Policy Officer (Information Management) supports the development and maintenance of Programme Unit information systems and products, facilitates programme reporting and data analysis, and provides dedicated information management support to regional coordination mechanisms including the Regional Pacific Food Security Cluster and Pacific Regional Cash Working Group. The role involves managing data consolidation, reporting, and capacity strengthening to support programme implementation and emergency preparedness across Pacific Island Countries and Territories.

Responsibilities

  • Serve as the Information Management focal point for the Regional Pacific Food Security Cluster (rPFSC) and Pacific Regional Cash Working Group (PRCWG), supporting coordination, information sharing, preparedness, response and reporting activities across the Pacific region.
  • Maintain and support the enhancement of information management systems and products for the rPFSC and PRCWG, including partner directories, 5W databases, coordination platforms, dashboards, mapping products, reporting tools and information repositories.
  • Collect, analyse, consolidate and disseminate cluster, partner, programme, monitoring and operational data in accordance with WFP information management standards and corporate guidance.
  • Develop and maintain dashboards, infographics, factsheets, country profiles, situation reports, partner mapping products and other analytical and visualization products to support the information needs of the Programme Unit, rPFSC and PRCWG.
  • Support emergency preparedness and response information management activities through the development and maintenance of assessment databases, response monitoring tools, emergency dashboards, risk profiles, contingency planning products and situation reports.
  • Support the Programme Unit in maintaining and developing information management systems, Programme performance tracking tools and reporting platforms.
  • Contribute to the preparation of corporate, management, donor and programme reporting products.
  • Develop and maintain knowledge management and communication products that strengthen organizational learning, visibility, and information sharing among WFP, government counterparts, and partners.
  • Provide technical support and capacity strengthening to programme staff, government counterparts, cluster members, and partners on information management systems, reporting tools, data quality assurance and information management good practices.
  • Contribute to cross-functional programme initiatives, emergency preparedness and response activities, and other information management tasks as required in support of programme implementation and regional coordination efforts.
  • Perform other related duties as required to support programme implementation, emergency preparedness and response, information management and regional coordination activities.

Requirements

  • Completion of secondary school education.
  • A university degree in Information Management, Statistics, Economics, Information Systems, Monitoring and Evaluation, Geography, GIS, Computer Science, Social Sciences, Data Science, or a related field is desirable.
  • At least seven (7) years of progressively responsible experience in information management, programme support, monitoring and evaluation, data management, reporting or related fields.
  • Experience managing databases, information systems and digital data collection platforms.
  • Experience analyzing, visualizing, and reporting data using Microsoft Excel or similar tools.
  • Experience supporting programme monitoring, performance reporting and results tracking.
  • Experience developing dashboards, analytical products, reports, presentations and other information management products.
  • Experience working with UN agencies, INGO/ NGOs and/or government institutions is desirable.
  • Experience supporting coordination mechanisms such as Food Security Clusters, Cash Working Groups or similar multi-stakeholder platforms is desirable.
  • Experience using digital data collection and management platforms (e.g. KoboToolbox, SurveyCTO) and mapping software such as ArcGIS is desirable.
  • Experience supporting humanitarian preparedness, emergency response, resilience, social protection or cash-based transfer programmes is desirable.
  • Strong information management, data analysis and reporting skills.
  • Proficiency in Microsoft Office applications, particularly Excel, Word and PowerPoint.
  • Ability to manage, analyse, visualize and communicate information in a clear and user-friendly manner.
  • Strong written and verbal communication, presentation and facilitation skills.
  • Ability to build and maintain effective working relationships with government counterparts, UN agencies, NGOs and other partners.
  • Fluency (level C) in English language both oral and written.
