The Programme and Policy Officer (Evidence and Reporting) supports the WFP Timor-Leste Country Strategic Plan by strengthening analytical, strategic, and reporting functions. The role involves coordinating proposal drafting, corporate and donor reporting, strategic analysis, quality assurance, and representing WFP in UN inter-agency technical groups to ensure evidence-based programming aligned with national priorities.

Responsibilities

  • Coordinate development of funding proposals, concept notes, project documents, and programme strategies including theories of change, results frameworks, and monitoring systems.
  • Draft and coordinate inputs for WFP corporate reporting products such as Annual Country Report, Annual Performance Plan, and strategic briefing materials.
  • Provide technical advisory support and strategy inputs to senior management through synthesis and analysis of programme, operational, policy, and contextual information.
  • Support quality assurance of analytical and knowledge products including assessments, evaluations, monitoring reports, research studies, and policy analyses.
  • Identify emerging opportunities and trends for policy engagement through stakeholder consultations and partnership development.
  • Represent WFP in UN inter-agency technical working groups and provide WFP-specific input to joint analytical processes and documents.
  • Contribute to organizational learning and thought leadership through development of policy briefs, strategic analyses, knowledge products, and lessons learned.
  • Conduct research and desk reviews on food security, nutrition, resilience, and climate change impacts on food systems.
  • Perform any other duties as assigned by the supervisor.

Requirements

  • Master's degree in relevant field is required.
  • Minimum of 3 years of relevant professional experience in programme management, policy analysis, or related fields.
  • Experience in drafting funding proposals, concept notes, project documents, and programme strategies.
  • Proven ability to produce high-quality corporate and donor reports compliant with standards and requirements.
  • Experience providing technical advisory support and strategic inputs to senior management.
  • Skills in quality assurance of analytical and knowledge products including assessments, evaluations, and research studies.
  • Experience in stakeholder consultations, partnership development, and evidence-based policy analysis.
  • Ability to represent the organization in UN inter-agency technical working groups and joint analytical processes.
  • Strong research skills on food security, nutrition, resilience, and climate change impacts on food systems.
