Logistics Officer (Funds Management)

The Logistics Officer (Funds Management) supports the management of Yemen Country Office’s supply chain financial resources, overseeing funds management functions and providing analytics to support supply chain operations. The role ensures compliance with financial policies and supports operational decision-making to meet food assistance needs effectively.

Responsibilities

• Contribute to the development and implementation of supply chain plans, procedures, and operations in line with Country Office supply chain strategies, functional strategies, policies, plans, and corporate standards.
• Contribute to country context analyses, market assessments, supply chain network mapping, and the management of end-to-end operational supply chains and market-based interventions to support operational optimization and the selection of appropriate operational modalities.
• Contribute to the implementation of supply chain operations, initiatives, and services, and support day-to-day operational activities to ensure a timely, cost-effective, integrated, and compliant approach to supply chain management.
• Collect, analyze, and interpret supply chain data, and prepare accurate and timely reports, dashboards, visual materials, and other analytical products that highlight opportunities for improvement, support operational decision-making, and ensure consistency of information presented to stakeholders.
• Partner and collaborate with counterparts across Country Office functions to promote an integrated supply chain approach to food assistance and strengthen cross-functional operational alignment.
• Support monitoring of supply chain activities to ensure compliance with established strategies, policies, procedures, controls, and internal standards, while improving operational efficiency and overall performance.
• Guide support staff, acting as a point of referral and providing support on operational analysis and technical queries.
• Contribute to preparedness actions and support rapid emergency response operations, including the deployment of food and resources at the onset of a crisis.
• Standardize Supply Chain funds management processes and develop, maintain, and implement Standard Operating Procedures (SOPs) and guidance materials to ensure compliance with WFP financial policies, procedures, internal controls, and consistent funds management practices.
• Supervise Supply Chain payment processing and provide financial advice to support cost-effective operational decision-making.
• Carry out Supply Chain financial planning activities, including cash flow forecasting and Food Transfer Cost (FTC) budgeting, encompassing budget preparation, monitoring, analysis, and periodic reviews to ensure the timely fulfilment of financial obligations and effective utilization of available funds.
• Monitor, reconcile, and report on Supply Chain funds utilization, identifying deficits, surpluses, and related risks, and recommending corrective actions to support effective resource management and informed decision-making.
• Implement and maintain corporate financial tools, systems, and controls, and design and enhance Supply Chain funds and expenditure monitoring tools to strengthen Supply Chain financial management, reporting, accountability, visibility, forecasting, and decision-making at the Country Office level.
• Ensure accurate financial tracking and reconciliation during project closures, resource reallocations, and resource transfers.
• Contribute to the preparation of project documents, funding proposals, budgets, and financial status reports through the provision of timely funds and expenditure analysis.
• Participate in relevant Country Office committees and governance forums providing advice on funds status, budget performance, and resource utilization.

Requirements

• Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, Accounting, Finance, or other related field, or First University degree with additional years of related work experience and/or training/courses.
• Total relevant 5 years of experience including 1 year of Professional experience in the use of supply chain information systems, including Enterprise Resource Planning (ERP) applications.
• Experience in preparing, implementing, and monitoring budgets.
• Demonstrated experience in supervising small to medium-sized teams.
• Experience in supporting analytical and conceptual work on supply chain strategy and implementation (desirable).
• Experience in designing plans and operational scenarios in collaboration with key internal and external stakeholders (desirable).
• Experience in troubleshooting and solving operational issues (desirable).
• Languages: English and Arabic.
