Logistics Officer (Contracting)

The Logistics Officer (Contracting) supports logistics contracting activities to ensure effective delivery of food assistance. The role involves data collection, analysis, market assessments, contract management, and coordination with logistics service providers and internal stakeholders.

Responsibilities

• Support logistics contracting day-to-day activities following standard processes and contributing to effective delivery of food assistance.
• Work closely with other logistics functions to understand service requirements before issuing Request for Quotations (RFQs).
• Collect and analyze data related to the transport sector and undertake logistics services market assessments to recommend improvements.
• Conduct verification and validation of received data including site visits to transporters/logistics service providers’ yards/garages/offices.
• Carry out due diligence of current shortlisted/contracted and/or new logistics service providers.
• Liaise with internal and external stakeholders and prepare accurate and timely reports.
• Issue RFQs to shortlisted companies, analyze offers and prepare contracting proposals for the Logistics Contract Committee (LCC).
• Compile quarterly Committee on Supply Chain (CSC) reports and ensure timely submission.
• Maintain a tally of contracting cases requiring submission to the CSC.
• Ensure clear periodic allocation plans for tariff system contracts and report deviations.
• Establish and maintain good working relations with logistics service providers and build their understanding of contractual obligations and WFP business processes.
• Analyze logistics service provider performance and escalate concerns with proposed corrective actions.
• Guide support staff and act as a point of referral for analysis and queries.
• Follow emergency logistics preparedness practices to enable quick response and deployment of food and resources during crises.

Requirements

• Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
• Total relevant 5 years of experience including 1 year of Professional experience.
• Experience coordinating service providers’ contract execution.
• Experience in conducting assessments of Logistics services markets.
• Experience in evaluating offers and writing proposals.
• Experience in report writing.
• Language: English - Arabic.
