See your match score & applyThe consultant will conduct a comprehensive mapping of financing sources, identify enabling legal and political opportunities, and explore public-private and international collaboration mechanisms to support the sustainability and scaling of the National Anticipatory Action Framework in Honduras. The consultancy supports the Government of Honduras, WFP Honduras, and the ECHO Consortium in developing a sustainable financing model for anticipatory action.
Responsibilities
- Conduct documentary review and context analysis including normative and institutional frameworks for risk management in Honduras and regional anticipatory action experiences with emphasis on sustainable financing models.
- Conduct semi-structured interviews and consultations with key actors including COPECO/CENAOS, SINAGER, SEDESOL, SEFIN, Ministry of Foreign Affairs and Cooperation, ECHO Consortium partners (WFP, Honduran Red Cross, FAO), GTA AA members, international actors (ECHO, OCHA, UN agencies, IDB, World Bank, climate funds, private sector).
- Apply prioritization matrix to financing opportunities based on viability, requirements, potential impact and access timing.
- Analyze normative gaps and legal reform opportunities to enable anticipatory action financing within SINAGER framework.
- Systematize lessons learned from public-private collaboration experiences for anticipatory action.
- Present and discuss preliminary findings with COPECO, WFP Honduras team and ECHO Consortium.
- Deliver final presentation of results to COPECO, GTA AA and ECHO Consortium to support institutional decision-making.
- Deliverables include detailed work plan and inception report, mapping matrix of financing sources, synthesis document of legal and policy opportunities, analysis of public-private and international collaboration mechanisms, and consolidated final report with financing roadmap and executive summary.
Requirements
- University degree (minimum bachelor's) in political science, economics, law, international relations, disaster risk management, international development or related fields.
- Desirable: master's degree or specialization in risk management, development finance, public policy or international cooperation.
- Total accumulated experience of 8 years as follows:
- 5 years in disaster risk management or risk reduction, required.
- 2 years in anticipatory action or early response mechanisms, required.
- 3 years analyzing legal/normative frameworks in Honduras or Central America, required.
- 2 years mapping climate or humanitarian financing, required.
- 2 years experience with multilateral organizations (UN, IDB, World Bank) or CERF/ECHO/DREF mechanisms, highly desirable.
- Experience with parametric insurance or risk transfer mechanisms, desirable.
- Experience working with Honduran government actors (COPECO, SEFIN, SEDESOL), desirable.
- Demonstrated capacity for analysis, research and production of high-quality technical reports.
- Knowledge of the humanitarian system and international cooperation, including climate financing mechanisms (Green Climate Fund, Adaptation Fund, CREWS, CERF, DREF among others).
- Facilitation and communication skills to present results to diverse institutional audiences.
- Familiarity with the Honduran context in risk management, social protection and food security.
- Professional proficiency in Spanish (written and oral).
- Technical English desirable for reviewing international documents.
