Senior Investigator, P4

The Senior Investigator is responsible for conducting and coordinating investigations into potential violations of Agency rules, including misconduct such as fraud, corruption, and sexual exploitation. The role supports the integrity of UNRWA's operations through high-quality investigations and independent oversight, reporting to the Chief of Investigations Division.

Responsibilities

• Undertakes or coordinates investigations of potential violations of Agency rules, including sexual exploitation and abuse, fraud and corruption, breaches of neutrality, and other misconduct, ensuring objectivity, impartiality and fairness.
• Reviews and assesses complaints and allegations, formulates investigation plans, conducts interviews, obtains and analyses documentary and electronic evidence, and determines appropriate presentation of investigative results.
• Prepares reports and ad hoc briefs pertaining to investigations and reports outcomes to Chief, Investigations Division.
• Prepares recommendations for corrective action and improved controls and effectiveness or efficiency of UNRWA systems and operations.
• Coordinates with local officials, governments, and outside organizations and obtains internal support such as interpreters to facilitate investigative work.
• Provides advice on best-practice with respect to investigations.
• Supports investigations carried out by Field Offices and HQ Departments including participating in Field Office Intake Committees and advising on Terms of Reference and investigation plans.
• Supports preparation of work plans and prioritization for the investigation function and monitors investigative teams to ensure quality and timely outputs.
• Develops and participates in the development of Agency’s policy and procedural framework, best practices and lessons learned from investigative work; assists in investigator training.
• Works and coordinates closely with other control and monitoring functions; assesses potential for fraud and corruption in operational activities and makes recommendations.
• Provides periodic statistical updates on investigations to Field Directors while preserving case confidentiality and investigative independence.

Requirements

• Advanced university degree (Master’s or equivalent) from an accredited educational institution, in law or any other related field.
• Certified Fraud Examiner (CFE) or any formal investigation training license is required.
• A minimum of seven years of progressively responsible relevant experience applying internationally recognized investigation techniques in criminal or administrative inquiries.
• At least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required unless already serving as an international staff member in the UN Common System.
• Indicate current involvement in any outside activities including employment, consultancy, board membership, public speaking/writing, teaching, conferences, training, voluntary work, political activity, fundraising, business ownership, or work for government/NGO/private company/charity, paid or unpaid.
