Protection Analyst (Monitoring and Analysis)

The Protection Analyst supports the development and improvement of protection monitoring methodologies and analytical frameworks to enhance protection data quality and analysis across UNRWA's fields of operation. The role involves providing technical guidance on protection monitoring, analysis, and reporting, supporting thematic assessments, and contributing to protection advocacy and research projects focused on Palestine refugees.

Responsibilities

• Contributes to the development, testing and continuous improvement of Agency-wide protection monitoring methodologies, classifications, analytical frameworks, standardized indicators, coding structures, vulnerability profiling tools, reporting templates and related standards and protocols to strengthen protection data quality, verification and analysis, and ensure the quality, consistency and comparability of protection information across UNRWA’s five fields of operation.
• Supports the integration of quantitative and qualitative methodologies into protection monitoring and analysis by incorporating sex-, age-, and disability-disaggregated data, key informant interviews, focus group discussions, legal and policy analysis, and community based protection data, while ensuring analytical outputs comply with protection principles, including confidentiality, informed consent and "do no harm”.
• Provides technical guidance and support to field offices on protection monitoring, analysis and reporting, ensuring the consistent application of Agency methodologies standards, and coordinating with Information Management Officers, thematic specialists and programme teams to integrate protection monitoring requirements into information management systems, data collection tools, and analytical products.
• Provides technical guidance on ethical data management and qualitative data collection methods (FGDs, KIIs).
• Assists with the coordination of cross-field protection trend analysis, vulnerability profiling, thematic assessments, and risk analyses to identify priority protection concerns and inform strategic planning, programming, and decision-making.
• Provides technical input into the production of thematic analytical products, vulnerability profiles, risk assessments, and interactive dashboards relating to key protection areas, including child protection, gender-based violence (GBV), disability inclusion, legal status, and displacement-related risks.
• Supports field and headquarters protection reporting and advocacy, including the development of reports, briefing materials, and advocacy products, ensuring the accuracy, verification, and effective use of protection data and analysis.
• Participates in the monitoring and analysis of protection trends, legislative and policy developments, contextual dynamics, and emerging risks affecting Palestine refugees across all five fields of operation, with a specific focus on structural barriers to rights and services.
• Supports formulation and oversight of regional or field level research projects designed to strengthen UNRWA’s knowledge on key thematic protection areas that also supports regional protection analysis and reporting.

Requirements

• Advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations, human rights, international law, humanitarian affairs, public policy, social sciences, information management or another relevant field.
• At least five years of progressively responsible and relevant experience in protection monitoring and analysis, protection information management, humanitarian research, human rights, refugee protection or a related field.
• Demonstrated experience managing and analyzing quantitative and qualitative protection data, including protection incident monitoring, trend analysis, vulnerability profiling, and risk assessments.
• Previous experience developing analytical methodologies, indicators, classifications, reporting standards, and information management tools.
• Experience producing analytical reports, vulnerability analyses, protection assessments, briefing materials and evidence-based advocacy products.
• Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required.
• Indicate your current involvement in any outside activities, including but not limited to employment, independent contractor/freelance consultant, board member, expert group, lobby, public speaking/writing, teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non-UNRWA entity, running for public office, role in political party or organizations, owning business, work for government/NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not.
• Working knowledge of Arabic is desirable.
• Familiarity with the work of non-UN organizations working in protection-related fields is desirable.
• Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East is desirable.
• English is required at UN Level III reading, writing, listening and speaking.
• Arabic is desirable at UN Level I reading, writing, listening and speaking.
