See your match score & applyThe Field Office Engineer is responsible for preparation, monitoring, and reporting of financial and administrative issues related to FICIP projects, coordinating tendering processes, contractor management, and liaising with project offices to ensure compliance with agency rules and regulations. The role supports construction and maintenance projects within UNRWA's operations in the West Bank.
Responsibilities
- Preparation, monitoring and reporting of all FICIP financial and administrative issues, coordinating with finance and HR, ensuring compliance with agency rules and regulations, and preparing required statistics and reports.
- Prepare agency cost estimates for detailed designs of all FICIP construction and maintenance projects after clearance from ICID HQs, and coordinate with procurement for tender submissions.
- Coordinate pre-classified contractors, verify and follow up on contractors' bank guarantees, security deposits, and insurance validity in line with contract conditions and agency rules.
- Prepare contract documents and coordinate the tendering process for construction and maintenance projects ensuring completeness and alignment with agency procedures and technical instructions.
- Participate as a member of the technical evaluation team for FICIP tenders, provide technical advice, prepare final technical evaluation reports, attend department meetings, draft minutes, and assist supervisor in follow-up.
- Coordinate as the main contact focal point with project office on clearing tenders, collecting project progress information, and sharing summary status with donors.
- Monitor validity information on direct implementation costs, supervision, office requirements, and other costs.
- Track status of expenditure on each donation and related lines of expenditure for each project.
Requirements
- A university degree in civil/ Architecture engineering from an accredited university/institution.
- At least Three years relevant professional experience, in which at least two years should have been in contract and tender administration and evaluation is required.
- Candidates must confirm if they live/reside in West Bank or Jerusalem and provide West Bank or Jerusalem ID number if available (desirable).
- English and Arabic language proficiency at UN Level II for English and UN Level III for Arabic in reading, writing, listening, and speaking.
