The role involves strategic guidance, advisory support, and coordination to ensure projects meet UNOPS standards and governance frameworks.
Responsibilities
- Provide strategic leadership and advisory support for governance, performance, and risk management across WAMCO infrastructure portfolio.
- Lead development and management of strategies and action plans for quality and professional delivery of infrastructure projects.
- Advise on application of UNOPS governance, risk, and performance standards across projects.
- Serve as Project Executive over infrastructure portfolio when requested.
- Design and implement portfolio monitoring systems and predictive indicators for risk and performance management.
- Lead initiatives to improve processes, operational efficiency, and management controls.
- Provide technical advice to Project Acceptance Committee and assume interim PM roles as required.
- Provide strategic technical advisory and coordination support across full project lifecycle.
- Advise on planning, coordination, and monitoring of construction and rehabilitation activities.
- Provide guidance on Quality, Health, Safety, and Environmental plans.
- Prepare portfolio-level reports summarizing progress, quality, and risks.
- Advise on feasibility studies, needs assessments, and supervision of external consultants.
- Provide technical oversight in tender dossier preparation and design management.
- Support procurement and project teams during tender preparation and bid evaluation.
- Provide strategic oversight and assurance for construction activities ensuring quality and cost control.
- Monitor compliance of construction works with technical specifications and contractual requirements.
- Conduct spot checks and high-level reviews of construction progress and quality assurance.
- Support preparation and review of project and contract documentation.
- Provide oversight and advisory support for monitoring, evaluation, and reporting of infrastructure projects.
- Integrate results frameworks, M&E plans, and performance management systems into project implementation.
- Review project performance and advise on risks and corrective actions.
- Maintain oversight of project data management and progress tracking systems.
- Analyze trends to identify systemic issues and opportunities for improvement.
- Ensure projects achieve UNOPS quality, compliance, and risk management standards.
- Collaborate with procurement and supply chain teams to align quality management systems.
- Coordinate quality and risk reviews of project documents and deliverables.
- Identify portfolio-level quality and risk trends and recommend improvements.
- Foster a culture of proactive risk management and continuous improvement.
- Promote knowledge sharing, mentoring, and capacity-building initiatives.
- Capture and disseminate lessons learned and best practices.
- Monitor emerging trends and apply insights to enhance project delivery.
- Provide feedback to corporate practice groups for continuous improvement.
- Champion innovative approaches to enhance efficiency, quality, and sustainability.
- Lead and motivate a team of Infrastructure Programme Management Officers.
- Conduct performance reviews and ensure gender parity and diversity objectives.
- Ensure safety and security compliance with UNDSS standards.
- Promote a culture of respect and zero tolerance for discrimination and abuse.
- Ensure accountability and compliance with UNOPS policies and protection mechanisms.
Requirements
- Experience at senior level in infrastructure project management and advisory roles.
- Proven ability to provide strategic leadership and technical oversight across multi-country infrastructure portfolios.
- Experience in portfolio management, risk management, and quality assurance in infrastructure projects.
- Ability to lead and motivate a team, ensuring performance management and compliance with safety and security standards.
- Experience in stakeholder engagement, partner outreach, and proposal development for infrastructure projects.
- Knowledge of UNOPS governance, risk, and performance management standards.
- Experience in construction oversight, quality assurance, and technical advisory in infrastructure projects.
- Ability to develop and implement monitoring, evaluation, and reporting systems for infrastructure portfolios.
- Experience in knowledge management, innovation, and continuous improvement in project management.
- Skills in AutoCAD, Construction Management, Engineering Design, Engineering Management, Microsoft Project, Operational Excellence, Portfolio Management, Quality Management.
