The Logistics Senior Officer (ICS 9) is an experienced professional responsible for analyzing, evaluating, and synthesizing proposals to meet complex logistical project requirements. The role manages and coordinates logistics activities, ensures compliance with UNOPS rules, and identifies improvements to optimize operational efficiency and delivery of goods to partners in Madagascar.

Responsibilities

  • Plan and manage coordination and implementation of logistics activities to ensure timely, cost-effective and safe delivery of goods to clients in compliance with UNOPS Financial Rules and Procurement Manual.
  • Manage logistics component of supply chain in coordination with procurement officers and develop relevant storage and distribution strategies with procurement team.
  • Contribute to supplier list development, supplier selection and evaluation mechanisms, quality and performance measurement.
  • Assist in planning, designing and implementing appropriate logistics systems including storage capacity and national transport, and establish long-term agreements and framework agreements as needed.
  • Explore methodologies and propose improvements to strengthen operational efficiency of the team; assist in preparation and synthesis of lessons learned and best practices in logistics and procurement.
  • Review tender documents, contracts and purchase orders, and evaluation results for compliance and validity.
  • Ensure full compliance with UNOPS Financial Rules and Procurement Manual.
  • Liaise and coordinate with partners, suppliers, freight forwarders and government administrations to ensure efficient customs clearance and delivery of purchased items.
  • Collaborate with logistics team counterparts to establish delivery schedules and provide technical support on logistics management and financial implications for safe delivery nationally and internationally.
  • Contribute to procurement contract management.
  • Monitor shipment progress for UNOPS and partners and coordinate deliveries to partner delivery locations.
  • Supervise customs clearance and receipt of goods and ensure proper recording in tracking sheets.
  • Monitor supplier performance.
  • Organize transport of equipment and materials to designated locations including loading/unloading and issuance of appropriate documentation (delivery notes, packing lists, insurance, etc.).
  • Assist coordination of storage and distribution activities and operational procedures to ensure best storage and delivery practices.
  • Ensure goods and services are provided according to partner needs.
  • Track partner complaints regarding goods quality upon receipt and report timely to procurement officers.
  • Coordinate with logistics clusters for emergencies ensuring UNOPS interests and supplies receive appropriate priority.
  • Inform partners, procurement officers and logistics teams on status of purchased items from order to final delivery.
  • Maintain logistics and stock related documents and records.
  • Draft letters to clients regarding logistics and supply chain management.
  • Keep supervisor informed of work progress and any risks or issues.
  • Develop and regularly update tracking tools related to logistics activities.
  • Maintain and monitor tracking tool, identify and resolve operational bottlenecks.
  • Travel within Madagascar regions to support program issues requiring additional support services.
  • Establish effective relationships proactively with various project managers.
  • Report logistics bottlenecks to supervisor for prioritization.
  • Organize training for operations/project staff on logistics processes and procedures.
  • Perform other related duties as assigned by supervisor and senior portfolio manager.

Requirements

  • Doctorate/PhD/Post-doctorate/Master's degree or equivalent in procurement management, business administration, public administration, procurement or related field with 2 years relevant experience OR a Bachelor's degree combined with four (4) years experience in logistics operations management, procurement, supply chain management, business administration, public administration, procurement or related field.
  • Certification CIPS and/or other procurement practitioner certification is desirable.
  • Relevant experience in procurement management, supply chain, business administration, public administration or related field as per education level.
  • Experience implementing last mile distribution strategies in hard-to-reach areas is required.
  • Experience working within Madagascar's public health system including district health teams, Basic Health Centers and community health workers is desirable.
  • Knowledge of United Nations rules and regulations, especially UNOPS procurement procedures, is an asset.
  • Experience with national customs rules and regulations is desirable.
  • Fluent proficiency in French is required.
  • Fluent proficiency in English is desirable.
