The Senior ICT Analyst plays a pivotal role in strengthening the technological and operational capabilities of the National Secretariat for Civil Protection and Defense (SEDEC), focusing on modernizing the Integrated Disaster Information System (S2ID 4.0) and developing complementary solutions such as mobile applications. The role acts as a strategic bridge between SEDEC and the contracted software development team, responsible for refining and structuring technological requirements, managing product backlog, and ensuring software development meets national civil defense needs.

Responsibilities

  • Conducting in-depth information gathering, interviews, and workshops with SEDEC focal points, analyzing the functional context and technical inputs required to consolidate the vision for S2ID 4.0.
  • Consolidating existing SEDEC documentation—Terms of Reference (TRs), preliminary specifications, and models—into a consistent and actionable technical-functional baseline (as-is/to-be).
  • Mapping and documenting processes, workflows (BPMN), states, deadlines, formal opinions, and dependencies, with an initial focus on the core Protocol–FIDE–Recognition module.
  • Building, organizing, and prioritizing the epic backlog and core packages, ensuring sufficient detail for specification, execution, and acceptance testing.
  • Drafting user stories and functional/non-functional system requirements, while maintaining a traceability matrix linking requirements, business rules, data, and acceptance criteria.
  • Defining—in collaboration with other technical roles—clear and testable functional acceptance criteria, providing inputs for QA and acceptance testing.
  • Supporting the project validation workflow within a hybrid model, helping to break down information silos and ensuring deliverables remain aligned with Civil Defense needs.

Requirements

  • Master's degree—preferably in Information Technology, Engineering, Business Administration, Project Management, Education, or a related field—with 2 years of relevant experience; OR Bachelor's degree in any of the aforementioned fields with 4 years of relevant experience.
  • Specialization or an extension course relevant to the position is desirable.
  • Project Management certification—preferably PRINCE2 Foundation/Practitioner—is desirable.
  • Experience in developing IT tools, requirements analysis, and facilitating training sessions, workshops, presentations, or classes related to project management.
  • Experience in reviewing Project Management Methodology is desirable.
  • Experience in coordinating the implementation of technological and process improvements is desirable.
