ICT Officer

The ICT Officer – Solutions Architect and Developer supports and maintains existing IT products and contributes to the development and deployment of new tools as required by the client. The role involves software development, system analysis, documentation, training, and ensuring application security to support UNOG operations.

Responsibilities

• Contribute to reviewing clients’ requirements and help translate them into new or updated application features.
• Participate in assessing application system integrations and offer input on practical and efficient ways to address requirements.
• Support the design, development, and rollout of application solutions in collaboration with the team.
• Engage with colleagues to explore and assess emerging technologies and related costs, and offer recommendations to strengthen existing or planned solutions.
• Support the preparation and periodic updating of specifications and user documentation, following established templates and formats.
• Contribute to the development of data models, databases, and data warehouses, and help integrate data from multiple sources; assist in the design and execution of ETL processes.
• Participate in maintaining, updating, and improving existing user systems; help troubleshoot issues and provide ongoing user and technical support, including performance monitoring and issue resolution.
• Collaborate in deploying workflows and online services (e.g., Azure and Power Platform) to support applications deployment, where applicable.
• Engage in unit, integration, and regression testing by applying defined business cases and testing scenarios; support users during acceptance testing.
• Contribute to preparing technical and user documentation; help familiarize supporting staff or developers with assigned systems; support identifying potential risks and collaborate on mitigation and recovery measures.
• Participate in planning for system sustainability and redundancy; share relevant knowledge and ensure smooth handover of information to designated staff.
• Engage in user training activities and provide guidance to promote effective system use.
• Perform other duties as may be reasonably required and in line with the incumbent’s scope of services.

Requirements

• An advanced university degree (Master's or equivalent) preferably in information technology, computer science, engineering, statistics, or in a field related to the post description OR a first-level university degree (Bachelor's or equivalent) with two (2) years of qualifying experience.
• IT certification by a recognized organization is desirable.
• Experience in planning, design, development, implementation and maintenance of computer information systems or related areas.
• Experience in developing and supporting applications using Microsoft tools (e.g. SharePoint, SharePoint Online, Power Platform, Azure, etc.).
• Experience in high level programming languages (e.g. Java, Python, Javascript, etc.).
• Experience in technical writing.
• Experience in Java, ASP.net, Python and API / microservices development is desirable.
• Experience in building, maintaining, and deploying complex applications is desirable.
• Experience in leading teams comprised of direct or cross-functional reports is desirable.
• Knowledge of DevOps practices including continuous integration and continuous delivery is desirable.
• Experience in using project management and issue tracking software (e.g. Jira, etc.) is desirable.
• Experience conducting code reviews and planning releases is desirable.
• Previous experience working for an intergovernmental or regional organization is desirable.
• Fluent English language proficiency is required.
