See your match score & applyThe Grants Management Senior Officer supports the Senior Project Manager in monitoring project engagement and implementation performance of Delivery Partners at the country level. The role involves grant management, capacity assessment and building, financial management, project implementation support, and knowledge management to ensure successful delivery of the EU-ISEY project aimed at transforming The Gambia's Senior Secondary Education sector.
Responsibilities
- Facilitate scoping and planning of grants work packages in line with project needs.
- Manage day-to-day administration of grant management activities and implementing partners.
- Coordinate due diligence processes including capacity assessments and PSEA monitoring.
- Review and consult on implementing partner documentation, budgets, and results frameworks.
- Prepare grant award requests, amendments, and legal agreements ensuring compliance with UNOPS policies.
- Track and review implementing partner narrative, data, and financial reports; manage amendments and payments.
- Monitor implementation of partner activities and proactively highlight risks and delays.
- Coordinate assurance activities such as monitoring, financial spot checks, audits, and evaluations.
- Liaise with Finance, Programme, and M&E experts on grant management issues.
- Coordinate operational closure of implementing partner grants and project closure.
- Ensure timely completion of grant-related reporting and maintain filing systems.
- Organize capacity development and training for implementing partners in financial and organizational management and PSEA.
- Provide guidance on budget preparation, expenditure monitoring, and financial reporting.
- Support financial management including disbursement of funds and monitoring cash flows.
- Assist Senior Project Manager in project governance, meetings, and reporting.
- Manage information flows and consolidate reporting using dashboards.
- Identify risks, lessons learned, and issues for project management platform.
- Draft Standard Operating Procedures and lead strategic capacity building initiatives.
- Coordinate with UNOPS Infrastructure and Project Management Group for best practices adaptation.
Requirements
- A Bachelor's Degree in business administration, finance, development studies, or related field.
- Minimum of 3 years of relevant work experience in grants management, financial management, or project management.
- Experience working with international organizations, preferably UNOPS or similar UN agencies.
- Proven ability to manage grants including preparation and management of Project Cooperation Agreements, Call for Proposals, and Grant Awards.
- Experience in capacity assessment and capacity building of implementing partners.
- Knowledge of financial management principles, budgeting, expenditure monitoring, and financial reporting.
- Ability to coordinate due diligence processes including protection from sexual exploitation and abuse (PSEA) assessments.
- Strong communication and stakeholder management skills to liaise with implementing partners and project teams.
- Experience in monitoring project implementation, risk management, and reporting.
- Ability to develop and implement Standard Operating Procedures and support knowledge management and innovation.
- Proficiency in preparing presentations, reports, and managing information flows.
- Demonstrated ability to work collaboratively in a multi-stakeholder environment and support project governance arrangements.
