The Biomedical Engineer will support the Government of Chad in the planning, procurement, installation, commissioning, and technical monitoring of scientific and laboratory equipment for beneficiary institutions as part of the ProAgri and PRSA-TD projects. The role involves ensuring technical compliance throughout the procurement and deployment cycle, including validation of specifications, installation, testing, training, and maintenance support.

Responsibilities

  • Develop or approve technical specifications and procurement documents in accordance with beneficiaries’ needs and international standards
  • Assess pre-installation conditions and document technical recommendations prior to equipment delivery
  • Ensure procured equipment complies with contractual specifications, quality standards, and beneficiaries’ requirements
  • Oversee installation, qualification, testing, and acceptance of equipment per contractual and manufacturer requirements
  • Document and resolve any technical nonconformities identified during installation prior to final acceptance
  • Ensure beneficiary users have necessary skills to operate equipment effectively, safely, and sustainably
  • Develop and maintain preventive maintenance plans, operating procedures, and technical inventories
  • Submit technical reports on site assessments, installation, acceptance, training, and monitoring according to project schedule
  • Identify, assess, and manage technical risks affecting equipment performance or durability
  • Ensure equipment remains fully operational during warranty period through appropriate technical monitoring

Requirements

  • Bachelor’s degree (or equivalent) in Biomedical Engineering, Laboratory Technologies or related fields with 4 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required
  • A globally or nationally recognized professional certificate in project management (PMP, PRINCE2, CAPM, or equivalent) is desired
  • Training or certification in biomedical maintenance is desired
  • Training in quality assurance is desired
  • Training in biomedical or scientific equipment management is desired
  • Relevant experience in biomedical engineering, scientific equipment, or laboratory equipment or related areas is required
  • Experience working in multicultural environments or UN system organizations in a developing country is desired
  • Experience in development or humanitarian contexts is desired
  • Ability to analyze and interpret technical documentation written in English is highly desirable
  • Proven experience in procurement, installation, qualification, commissioning, technical acceptance, maintenance, or management of scientific and laboratory equipment
  • Experience drafting technical specifications, conducting technical evaluations of bids, and managing supplier contracts related to scientific or laboratory equipment
  • Experience supervising suppliers and monitoring equipment delivery, installation, and commissioning activities
  • Experience working with governments, research institutions, laboratories, universities, public agencies, or international organizations
  • Experience in user training, skills transfer, and technical capacity building
  • Experience implementing projects funded by international donors such as the World Bank, African Development Bank, European Union, USAID, Global Fund, United Nations, or equivalent is a significant asset
  • Professional experience in sub-Saharan Africa or in development contexts is an advantage
  • Proficiency in professional office software (Microsoft Office) and ability to use technical or project management software; knowledge of AutoCAD or equivalent software is an asset
  • Fluent French is required
  • Intermediate English is desirable
