The Associate Programme Monitoring and Liaison Officer supports the Humanitarian Financing Unit in grant and programme management, monitoring and reporting of funded projects, partner liaison and capacity building, and communication activities. The role ensures compliance with humanitarian financing guidelines and supports coordination among stakeholders to facilitate effective humanitarian response in Cox's Bazaar, Bangladesh.

Responsibilities

  • Ensure adequate grant and programme management support to the Humanitarian Financing Unit (HFU), including quality assurance of proposals and budgets, processing partner requests, and providing guidance.
  • Contribute to follow-up with OCHA HQ sections on humanitarian financing and pooled fund issues.
  • Assist with allocation processes ensuring adherence to Humanitarian Coordinator decisions and coordination with stakeholders.
  • Implement HFU operational guidelines including prevention and reporting of fraud and misconduct.
  • Review and provide feedback on narrative and financial reports from funded partners and facilitate disbursement and project closure processes.
  • Review audit reports for funded partners and reconcile records to produce reports and updates.
  • Support partner registration in the online Grant Management System and due diligence processes.
  • Support CERF-related processes including review of proposals and reprogramming.
  • Contribute to monitoring and reporting processes of funded projects, including developing tools and conducting field visits.
  • Support drafting of HFU annual and CERF final narrative reports and track funding contributions.
  • Liaise with funded and potential partners, promoting coherence and providing information on funding guidelines and project implementation.
  • Contribute to capacity-building activities for partners and other stakeholders.
  • Ensure partners’ compliance with operational and financial rules applicable to OCHA-managed pooled funds.
  • Prepare updates on funded projects and humanitarian issues for various stakeholders.
  • Document and disseminate achievements, best practices and lessons learned from pooled funds.
  • Assist in note-taking and preparation of meeting minutes for HFU Advisory Board and other meetings.
  • Perform other duties as assigned by the Head of the Humanitarian Financing Unit.

Requirements

  • Advanced university degree (Master's degree or equivalent) in project management, development studies, international relations, public administration, economics, accounting or a related field is required.
  • A relevant first-level university degree in the above fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree is required.
  • Minimum two (2) years (with Masters degree) or 4 years (with Bachelor degree) of relevant work experience in areas of grant and/or programme management, humanitarian affairs, humanitarian emergencies, partner relations, monitoring and evaluation, reporting, budget management and/or administration-financing is required.
  • Experience in humanitarian programme management is required.
  • Experience in monitoring, reporting and/or evaluation of projects or programmes is required.
  • Experience with a UN agency and/or an international NGO is required.
  • Experience in humanitarian assistance, particularly in refugee contexts, is required.
  • Fluency in English and Bengali is required.
  • Experience in working with national/local NGOs, including capacity building/training, is desirable.
  • Experience in working with community-based evaluation or accountability systems is desirable.
