Social Policy Officer (Public Finance for Children/PF4C)

The Social Policy Officer provides technical support and assistance in all stages of social policy programming and advocacy, focusing on public financial management in social sectors, institutional capacity building, data use for policy decisions, and child-focused public investments. The role supports government and civil society partners and links with teams in health, education, child protection, emergency, and gender sectors.

Responsibilities

• Provide technical support and assistance in all stages of social policy programming and related advocacy from strategic planning to delivery of sustainable results.
• Support programmes aimed at improving public financial management in social sectors, primarily social protection, with contributions to health and education.
• Strengthen institutional capacity for improved and sustainable social sector financing.
• Promote the use of data and evidence to inform strategic policy decisions.
• Enhance transparency, adequacy, equity and efficiency of child-focused public investments and financial management.
• Work directly with government and civil society partners and support teams working on health, education, child protection, emergency and gender.
• Manage UNICEF programmes related to social policy and public finance for children.

Requirements

• Bachelor or equivalent (First Level University Degree) in Economics, Finance, Public Administration, Social Science, Political Science, International Business Relations, Public Policy, International Relations and any other related fields.
• At least 2 years of relevant work experience in Financial Management, Social Policy, public finance, budget analysis, budget planning, public financial management, social policy, social protection, fiscal policy, economic analysis, monitoring and evaluation, policy advocacy, public sector governance, and any other related fields.
• Demonstrated quantitative and analytical skills, including budget data analysis and proficiency in Excel, are required; experience with costing or public expenditure analysis.
• Knowledge of the budget process of the Kyrgyz Republic and/or experience working with national government stakeholders.
• Experience in advocacy and partnership building with government, IFIs or UN agencies is an asset.
• Relevant experience in a UN system agency or organization.
• Experience working in a developing country.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
• English - Proficient/Fluent.
• Russian - Proficient/Fluent.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or Kyrgyz language is desirable.
