Programme Officer (NO-1)

This position provides technical, operational, and administrative support throughout the programming process for the Social Inclusion of Children, focusing on quality care and education programme design, planning, implementation, management, evaluation, data analysis, and progress reporting to support programme goals and objectives.

Responsibilities

• Provide technical, operational, and administrative support throughout the programming process for the Social Inclusion of Children.
• Focus on quality care and education programme design, planning and implementation, management and evaluation of programme/project activities.
• Conduct data analysis and progress reporting in support of programme goals and objectives.
• Support innovation and knowledge management for programmes.
• Provide technical and operational support for programme implementation.
• Ensure optimum use of program funds.
• Conduct programme monitoring and evaluations.
• Apply rights-based and results-based programme management approach.
• Support national and local capacity building and sustainability.
• Promote rights perspective and advocacy at the national, community and family levels.
• Facilitate partnership, coordination and collaboration.

Requirements

• A completed first level university degree (Bachelor’s degree) in Education, Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field is required.
• A minimum of one year of relevant professional work experience is required.
• Ability to support effective child programme implementation in line with programme objectives.
• Expertise in social programmes management, including planning, coordination, implementation, and evaluation.
• Proven capacity to monitor education programmes.
• Experience in developing and strengthening partnerships with national and UN partners.
• Knowledge of and experience in Results-Based Management (RBM).
• Proven skills in programme data analysis, using data and evidence to inform programme planning, monitoring, and decision-making.
• Fluency in Spanish and English is required.
• Knowledge of another official UN language (Arabic, Chinese, French or Russian) is desirable.
• Experience working in a developing country is considered as an asset.
• Background/familiarity with emergencies is considered as an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
