The Programme Budget Officer supports the planning, monitoring and oversight of the UNICEF Dominican Republic Country Programme, ensuring alignment of resources, partnerships, risks and programme progress for maximum impact. The role involves programme budgeting, grants monitoring, financial reporting, risk-informed programme follow-up and partnership management to support strategic decision-making and programme performance.

Responsibilities

  • Supports the preparation, review and analysis of budget plans, cost estimates and budget analysis, including the compilation of narrative inputs and supporting tables required for finalization.
  • Performs quality checks of partnership documents and data uploaded in eTools, and supports sections in entering, updating and amending programme documents, partnership information, assurance records and closure timelines.
  • Supports programme planning, budgeting, grants monitoring, financial reporting, risk-informed programme follow-up and partnership management.
  • Helps generate analysis, insights and follow-up needed to support strategic decision-making and programme performance.
  • Contributes to coordination of strategic priorities across the Country Office, facilitating collaboration across sectors.
  • Supports programme reviews, monitoring strategic commitments, and advancing priorities such as gender, violence prevention and other cross-sectoral agendas.

Requirements

  • A completed First Level university degree in one of following fields is required: Business Administration, Public Administration, Projects Evaluation and Management, Finance, Social Science, Development Studies, Economics, Public Finance, Project Management and any other relevant field.
  • A minimum of 1 year of professional work experience in programme/project management, budget and/or financial management, programme planning, monitoring, reporting or programme support is required.
  • Ability to manage programme resources is required.
  • Knowledge of result-based programme implementation is required.
  • Capacity to undertake risk management related activities is required.
  • Knowledge of administrative, financial, partnership, and programme management procedures is required.
  • Hands-on experience in data compilation and reconciliation of expenditures, balances, payments, statements and financial reporting is required.
  • Proficiency in Spanish and in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French or Russian) is desirable.
  • Strong knowledge of Ms Excel, Power BI is highly desirable.
  • Practical experience in implementing partnership management, grants monitoring, program reporting, and risk follow-up is an advantage.
  • Background in data analysis and use of information dashboards are considered an asset.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
