The Planning & Monitoring Specialist supports and facilitates planning and monitoring functions for the Zonal Office to enable country programme delivery. The role involves programme planning, monitoring, capacity building, and coordination in a complex humanitarian and development context in Afghanistan.

Responsibilities

  • Provide support to and facilitate the planning and monitoring functions for the Zonal Office to enable country programme delivery.
  • Engage in programme planning, programme monitoring including budget monitoring, Harmonized Approach to Cash Transfers (HACT), and Environmental and Social Safety Standards (ESS).
  • Serve as the focal point for cash-based programming and social protection for the Zonal Office.
  • Collaborate closely with other Planning & Monitoring Section members and zonal sectoral programme staff.
  • Report to the Chief of Field Office (CFO).

Requirements

  • Master or equivalent (Advanced University Degree) in Social Science, Statistics, Development studies, Planning, or any other related field.
  • At least 5 years of relevant work experience in Programme, Planning, Monitoring and Evaluation, Budget monitoring or any other related field is required.
  • Knowledge in Data analysis, Team coordination, Results-based management, Risk mitigation and Analytical skills are required.
  • Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Field work experience, Emergency programming experience, Humanitarian crisis response experience, Cash-based programming experience and Third-party monitoring experience are assets.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
