The Payroll and Offboarding Officer ensures accurate, timely, and compliant administration of payroll and People & Culture processes for various pay areas, safeguarding equity and consistency in applying UN/UNICEF regulations. The role includes end-to-end payroll operations, separation payments, pension and health insurance administration, team supervision, training delivery, and process improvements to enhance efficiency and service quality.

Responsibilities

  • Ensure accurate, timely, and compliant administration of payroll and People & Culture processes for various pay areas.
  • Safeguard equity and consistency in the application of UN/UNICEF regulations and rules.
  • Manage end-to-end payroll operations including simulations, error resolution, off-cycle runs, retroactive adjustments, and separation payments.
  • Administer Separation from Service, Pension & Health Insurance including interpretation and approval of HR entitlements and benefits.
  • Provide expert guidance to management and staff on HR policies.
  • Supervise team members and deliver training.
  • Drive process improvements to enhance efficiency and service quality.
  • Conduct data analysis and reporting related to payroll and offboarding.
  • Lead and develop a high performing team.

Requirements

  • Bachelor or equivalent (First Level University Degree) in Human Resources Management, Business Administration, Finance and any other related fields.
  • Minimum 2 years of relevant work experience in payroll, human resources, benefits and entitlements or other related fields is required.
  • Demonstrable experience in delivering strong Payroll & Offboarding solution with strong client focus is required.
  • Strong SAP knowledge and practical experience are required.
  • Advance presentation/PowerPoint and Excel skills is needed.
  • Fluency in English and Hungarian is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
  • Work experience with the UN or an international organization is desirable.
  • Work experience in Global Shared/Business Services/Business Support center is desirable.
  • Supervisory experience in leading, developing and maintaining high performing team is desirable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
