See your match score & applyThe consultant will lead the development and submission of a detailed inception proposal, facilitate national-level programme review meetings, support articulation of consolidated recommendations into programme design, support costing and budgeting, define results framework, develop operational design, coordinate with UNICEF, FMoH and WHO, and ensure alignment with Universal Health Coverage strategies and the Sudan Health Strategy for health system strengthening.
Responsibilities
- Lead the development and submission of a detailed inception proposal setting out methodology and workplan.
- Facilitate the national-level programme review meeting and capture all comments, feedback and recommendations from FMoH, SMoH, IPs, UNICEF and WHO.
- Support articulation of consolidated recommendations into programme design, translating them into work plan activities across UNICEF's component areas.
- Support the costing of activities into a detailed programme budget.
- Support the definition of the programme results framework, including indicators, targets and means of verification.
- Support the development of the programme's operational design, responding to the context of Darfur and Kordofan states.
- Support ongoing coordination with UNICEF, FMoH and WHO throughout, validating outputs iteratively.
- Ensure the design aligns with Universal Health Coverage (UHC) strategies and the Sudan Health Strategy for health system strengthening.
Requirements
- PhD (or equivalent advanced doctoral qualification) in public health, health systems, health policy, medicine, or a related field, with senior-level specialization in Primary Health Care (PHC) or health systems strengthening.
- Minimum 12–15 years of senior-level professional experience in health systems strengthening, Primary Health Care (PHC) programming, Universal Health Coverage (UHC) strategies, and donor-funded programme design (World Bank, Global Fund or comparable), including substantial experience in fragile/conflict-affected settings and in-depth understanding of the programme's design and implementation arrangements in Sudan.
- Demonstrated experience facilitating multi-stakeholder consultations or review processes involving government, implementing partners and UN agencies.
- Senior-level technical expertise in Primary Health Care (PHC) service delivery frameworks, health system strengthening approaches, and in-depth understanding of the programme's design, components and implementation arrangements (or comparable World Bank-financed health operations in fragile settings).
- Demonstrated technical expertise in Universal Health Coverage (UHC) strategies and the Sudan Health Strategy for health system strengthening.
- Excellent facilitation, analytical and report-writing skills in English.
- Working knowledge of Arabic is an asset.
- Prior experience with World Bank- or Global Fund-financed health programmes in Sudan or comparable settings is an asset.
- Familiarity with UNICEF's established programme component areas and the Third-Party Implementer (TPI) framework is an asset.
