The consultant will develop a standard social health protection benefit package and a costing model to support Universal Health Coverage (UHC) implementation in Cambodia. The role involves technical support to the UHC Secretariat, stakeholder engagement, and scenario-based planning for health service coverage expansion and financial sustainability.

Responsibilities

  • Develop a standard social health protection benefit package that harmonizes and builds upon existing schemes such as the National Social Security Fund (NSSF) and the Health Equity Fund (HEF), including design of provider payment mechanisms and distinction between basic and extended benefit packages.
  • Develop a costing model for the standard social health protection benefit package, including models for payment rates with and without medicines, to inform resource allocation and financing planning for UHC implementation.
  • Conduct desk review, key informant interviews, and semi-structured interviews with relevant stakeholders in social protection and health sector.
  • Work under the supervision of the Policy Specialist and be based at the UHC Secretariat.
  • Collaborate closely with the UHC Secretariat under the General Secretariat of National Social Protection Council and the National Institute of Public Health under the Ministry of Health.
  • Consider disability inclusion during the conduct of the assignment.
  • Travel to at least two provinces to complete the assignment.

Requirements

  • Possess advanced university degree in the field of public health, health economics, development studies, public policy and related fields.
  • Possess good inter-personal skills and facilitation skills.
  • Possess at least 8 years of experiences in working on health financing/costing.
  • Having high proficiency in English.
  • Knowledge of UHC roadmap, framework and model including system assessment and design and research is an asset.
  • Familiar with UHC framework and models in different countries including experience with tools like OneHealth, WHO-CHOICE.
  • Present a strong reference of previous work related to UHC costing in other countries.
  • Previous experience of costing health service packages with tools like OneHealth, WHO-CHOICE.
  • Good communication skills and flexibility in working with government ministries.
