Information Management Officer

The Information Management Officer is responsible for developing and maintaining information management systems, tools and products that support effective emergency preparedness, response and coordination across the Country Office. The role involves data collection, analysis, visualization and reporting to enable evidence-based decision-making and supports UNICEF-led sectors in strengthening their information management capacity and engagement with partners.

Responsibilities

• Develop and maintain information management systems, databases and tools to support evidence-based decision-making across the Field Coordination and Emergencies (FCE) section and relevant programme sections.
• Support the sub-national risk inform process, including development and maintenance of risk dashboards and spatial and temporal analysis of risk indicators to inform emergency preparedness and anticipatory action.
• Leverage GIS for map production and geographic data management, developing mapping products covering emergency needs, response coverage, access constraints and gaps to support advocacy and strategic decision-making.
• Support UNICEF-led sectors within the humanitarian architecture in the management and regular updating of sectoral and cross-sectoral information management and data management systems, including MGMERL, ensuring quality assurance of data entered by partners and follow-up to ensure completeness and timeliness.
• Design and deliver training for sector partners on MGMERL and other IM tools and platforms, providing ongoing technical support as required.
• Support UNICEF-led sectors in mapping humanitarian needs and response, including development and maintenance of 5Ws and service mapping products.

Requirements

• Bachelor or equivalent (First Level University Degree) in Information Management, Information Systems, GIS, Information Technologies, Computer Science, Statistics, Social Sciences or another subject area relevant to information management.
• A minimum of 2 years of relevant work experience in information management, data management, geographical information systems, assessments, situation analysis and/or monitoring and evaluation with the UN and/or NGO is required.
• Fluency in French is required.
• Knowledge of English, or another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is desirable.
• An advanced university degree is desirable.
• Experience using mWater Solstice is desirable.
• Experience in the humanitarian coordination system is desirable.
• Experience implementing government information systems is desirable.
• Experience with Power BI, Tableau, ArcGIS, QGIS, or KoBo is desirable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable.
