See your match score & applyThe Deputy Representative, Operations in UNICEF Vietnam provides leadership and strategic advisory to the Head of Office on operations, organizational performance, and risk management. The role ensures alignment between programme ambitions and operational capacity, fostering accountability, innovation, and service excellence to support programme delivery and resource sustainability.
Responsibilities
- Provide leadership and strategic advisory to the Head of Office on operations, organizational performance, and risk management.
- Act as Officer in Charge in the absence of the Head of Office.
- Manage services in functional areas of operations support including budget, financial management and reporting, facilities management, administration, supply and logistics management, ICT, and safety and security.
- Convene operations functions to develop a unified vision aligned with programme ambitions.
- Represent organizational risk, governance systems and policies perspective in management discussions as a member of the Country and Senior Management Teams.
- Anticipate business challenges and propose viable solutions aimed at value for money.
- Contribute to CPD, CPMP, AMP and support Results Based Management implementation using Value for Money criteria.
- Leverage technology for results and programme accountabilities, promoting ICT management and information security.
- Support country office during external and internal audit reviews and monitor implementation of recommendations.
- Guide supply and logistics strategies to meet programmatic needs ensuring Value for Money and provide advisory support to governments and partners on supply chain management.
- Provide regular feedback on risks and achievements of operations functions leveraging governance, systems, and tools.
- Lead facility management focusing on inclusive accessibility, eco sustainability and common premises.
- Oversee business transactions processed by GSSC focusing on efficiency, performance, risk management and fraud prevention.
- Support management of PSFR operations and promote efficiency across systems and processes.
- Oversee transparent budgeting of BOS and CBO operations in common premises/one UN settings.
- Focus on five pillars: Valuing People, Valuing Money, Valuing Risk Management, Valuing Systems and Structures, Valuing Partners.
Requirements
- An Advanced University Degree (Master’s and above) in Business management; Financial management; Accounting; Public Finance; or related operations function (Supply Chain, Human Resources, Information Technology, International Business, Project management, etc.) or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) from an internationally recognized institute/body of accountancy with valid membership in good standing is required.
- A minimum of 8 years of professional experience, at the national and international level, specifically in implementing strategic organizational initiatives in one or more operations management areas including budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources.
- Demonstrated leadership experience at a senior level, including managing multidisciplinary teams, advising senior management, and driving organizational change.
- Proven ability to operate effectively in complex organizational environments, balancing strategic vision with operational execution.
- Prior experience in the development sector or UN system/international NGOs is an asset.
- For country offices with significant private sector fundraising portfolio, demonstrated experience engaging with the private sector including supporting or overseeing private sector fundraising operations, partnerships, or revenue-generating functions is highly desirable.
- Experience in rapidly evolving country contexts with emphasis on domestic resource mobilization and private sector engagement is a strong asset.
- Additional desired experience in audit and investigations, safety and security, grant management, enterprise risk management.
- Experience in a UN system agency, large private or public company, or working in developing country and/or humanitarian/emergency context is an asset.
- Experience working with corporate ERPs and IPSAS is highly desirable.
- Experience in Results Based Management is required.
- Experience supporting successful client-oriented work units is an asset.
- Previous hands on experience in strategic operations is a strong asset.
- Familiarity with Microsoft Office applications is required.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
