See your match score & applyThe consultant will lead the mid-term evaluation of the Safeguarding Children’s Rights program in East Jerusalem to assess the outcomes and results attributable to UNICEF interventions. The role involves providing evidence-based recommendations to improve child protection efforts in the region.
Responsibilities
- Lead the mid-term evaluation of the Safeguarding Children’s Rights program in East Jerusalem.
- Provide evidence and recommendations on the outcomes or results of the protection project attributable to UNICEF interventions.
- Synthesize data collected through quantitative and qualitative methods.
- Write comprehensive evaluation reports.
- Ensure the evaluation team is gender balanced and free of conflicts of interest.
- Coordinate with NGOs and UN agencies operating in the State of Palestine.
- Manage translation support if required for Arabic language.
- Work independently with minimal supervision while maintaining effective communication and facilitation within a multi-cultural environment.
Requirements
- Master's Degree in Evaluation, Child Protection, Social Research, Social Work, Psychology, Sociology, International Development, Public Policy, International Relations, Human Rights, Humanitarian Studies, or other related fields.
- Masters in evaluation or related area and/or equivalent experience/training in Child Protection, or related subject preferred.
- At least 10 years of documented experience in research and evaluation of development programmes/projects or a minimum of 8 years’ experience in Child Protection programmes/projects from developing or least developed countries and expertise in gender programming.
- The evaluation team leader should ideally be composed of a gender balanced team of technical experts with expertise in quantitative and qualitative methods of data collection.
- The team should be made up of international and/or national evaluation consultants.
- Significant written and verbal communication skills, including leadership skills and ability to synthesize.
- Demonstrated ability in writing evaluation reports.
- Knowledge of international law, specifically international humanitarian law and International Human Rights law.
- Experience with the State of Palestine context and working with NGOs and UN agencies operating in the State of Palestine.
- Significant knowledge of programming and program cycle management (including development of projects and programming).
- Knowledge of internal controlling systems and financial management for effective and efficient project management.
- Fluency in English and Arabic; if consultant(s) are not fluent in Arabic, include costs for translation support for interviews.
- The evaluation team must be free of conflict of interests and willing to affirm impartiality in their findings.
- Good analytical, facilitation and communication skills.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
- Ability to take initiative and work with minimum supervision.
- Excellent communication and report writing skills in English.
- Fluency in written and spoken English and Arabic are essential for interviews, transcription, translation.
- Previous experience conducting evaluations for UNICEF, UN agencies, or international humanitarian organizations.
- Experience evaluating Child Protection and/or MHPSS programmes.
- Experience applying gender-responsive evaluation approaches and child-centred methodologies.
