Climate Change National Consultant

The consultancy aims to strengthen Iraq's climate governance and data systems and expand access to climate finance by supporting the establishment and operationalization of a Climate Information Unit within the Ministry of Environment and providing technical support to various climate-related initiatives including the NDC water sector action plan, NAP process, loss and damage work, GCF proposal preparation, and DRR programming.

Responsibilities

• Support the establishment and operationalization of a Climate Information Unit within the Ministry of Environment.
• Provide technical support to the NDC water sector action plan, the NAP process, loss and damage work, GCF proposal preparation and DRR programming.
• Strengthen Iraq's climate governance and data systems.
• Expand access to climate finance.

Requirements

• Master’s degrees in environmental science, climate change, water resources management, environmental engineering, data/information management, public policy, economics or a related field
• At least eight (8) years of progressively responsible professional experience in climate change policy, environmental governance, climate/environmental data and information systems, or climate finance.
• Demonstrated experience working with the Government of Iraq, preferably with the Ministry of Environment and/or line ministries, on climate, environment, water or data-related assignments.
• Proven knowledge of national and international climate frameworks, including the NDC and NAP processes under the UNFCCC, loss and damage, and climate finance mechanisms such as the Green Climate Fund.
• Demonstrated experience in institutional development, establishing units or coordination mechanisms, and/or designing data governance and management systems.
• Experience in ICT system development, infrastructure, databases and digital platforms for secure and efficient information flow.
• Experience in preparing funding proposals for international climate or development finance is a strong asset.
• Familiarity with child-sensitive and gender-responsive approaches (children, women and girls) and with the situation of children in Iraq is an asset.
• Fluency in Arabic and English (written and spoken) is required.
• Open to Iraqi nationals only (national consultant).
• Familiarity with child sensitive and gender responsive approaches to climate change.
