Chief WASH

The Chief WASH leads and manages the UNICEF WASH programme in Ukraine, overseeing all stages from strategic planning to delivery of results. The role includes managerial and technical leadership, programme development, monitoring, advocacy, and capacity building in humanitarian and development contexts.

Responsibilities

• Provide managerial and technical leadership for the UNICEF WASH programme in Ukraine.
• Lead strategic guidance in programme development and planning.
• Ensure efficiency in programme management, monitoring and quality control of results.
• Provide advisory services and technical support.
• Engage in advocacy, networking and partnership building.
• Ensure quality, timeliness and predictability of humanitarian WASH preparedness and response.
• Promote innovation, knowledge management and capacity building within the WASH team.

Requirements

• An advanced university degree in public health, social sciences, health and hygiene behavior change communication, environmental or public health, water resource management or another relevant technical field.
• Additional relevant post-graduate courses that complement/supplement the main degree are required.
• A minimum of ten years of professional experience in WASH-related programmes at the national and international levels in a mix set of country contexts including humanitarian, fragile, developing.
• Emergency field experience working in humanitarian situations, including deployment missions (with UN-Govt-INGO) is required.
• Proven ability to effectively lead a team to deliver results.
• Knowledge and experience in rural water supply for low- and middle-income countries including water safety and sustainability.
• Experience in rural sanitation for low- and middle-income countries including sustainability and applying CATS principles, including Market Based Sanitation.
• Experience in urban sanitation for low- and middle-income countries including sustainability.
• Experience with handwashing with soap programmes.
• Experience with WASH-in-Schools and Health Centres.
• Experience with menstrual hygiene management.
• Knowledge of national government WASH policies, plans and strategies.
• Ability to analyze national budgets and expenditure for basic WASH and related advocacy.
• Experience with Risk Informed Programming and climate resilient WASH programmes.
• Experience in humanitarian WASH preparedness, response and recovery.
• Experience coordinating humanitarian WASH responses.
• Programme/project management and quality assurance skills.
• Capacity development experience.
• Knowledge management including knowledge dissemination and use.
• Monitoring and evaluation skills.
• Understanding of human rights and WASH.
• Understanding of gender equality and WASH.
• Experience with WASH Nutrition programming.
• Fluency in English is required.
• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is desirable.
• Experience working in multiple geographic regions is strongly desirable.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
