BERDP 2035 Consultant (Support the operationalization of BERDP 2035 of MBHTE)

The consultant will support the operationalization of the Bangsamoro Education Reform and Development Plan (BERDP) 2035 of the Ministry of Basic, Higher, and Technical Education (MBHTE) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The role involves addressing limitations in the Plan's situational analysis, monitoring and evaluation framework, financial framework, and coordination mechanisms to ensure effective implementation.

Responsibilities

• Support the operationalization of BERDP 2035 in BARMM
• Update the Plan’s situational analysis with recent education data
• Complete and enhance the Plan’s Monitoring and Evaluation (M&E) Framework including baseline and targets
• Update the Plan’s Financial Framework to align with recent data and financial performance
• Establish coordination mechanisms at regional to division office levels to monitor the Plan’s operationalization

Requirements

• Master’s degree in education, Education Management, Public Policy, Monitoring and Evaluation, and related Fields
• More than 10 years’ experience in education sector, education financing, education policy development, education monitoring and evaluation
• Strong education technical knowledge and skills particularly in basic education
• Expertise in education financing and M&E, and policy development
• Facilitation, coordination, and networking skills
• Strong analytical and writing skills
• English and Filipino language proficiency
• Desirable: Previous engagement with UN agencies such as UNICEF, Department of Education (DepEd), government agencies
• Desirable: Knowledge and experience of BARMM context including the island provinces
