The Representative leads the country office team in designing and implementing population and development and sexual and reproductive health programmes in Haiti. The role involves strategic leadership, partnership building, resource mobilization, and ensuring effective programme delivery aligned with UNFPA's mandate and the 2030 Agenda.

Responsibilities

  • Lead strategic positioning of UNFPA in Haiti based on global, regional and national policies and strategies.
  • Build institutional relationships with government, civil society, private sector, UN agencies, international organizations, academia and bilateral partners.
  • Promote UNFPA’s role in the national development agenda and changing aid environment.
  • Establish priorities for the Country Office aligned with corporate priorities.
  • Incorporate policies, programming tools, knowledge and sound business practices into country operations.
  • Lead development of strategic plans for humanitarian and preparedness actions.
  • Manage international and national staff, fostering empowerment, learning and career management.
  • Implement performance appraisal and leadership approaches supporting growth and accountability.
  • Attract and retain high calibre staff.
  • Set performance standards and assign responsibilities.
  • Drive resource mobilization and partnership strategies, including donor relations and fund management.
  • Ensure staff safety and security compliance with MOSS and MORSS.
  • Advise senior management on country level issues.
  • Lead policy dialogue and programme execution including technical assistance and humanitarian support.
  • Engage national counterparts through advocacy and build support for programme objectives.
  • Represent UNFPA in UN Country Team and Humanitarian Team, supporting UN Resident Coordinator and UN reform processes.
  • Drive accountability for UN Flash Appeal and contribute to UNDAF results.
  • Initiate South to South collaboration opportunities.
  • Apply results-based management and quality assurance frameworks.
  • Ensure compliance with UNFPA policies, procedures and audit recommendations.
  • Carry out other duties as required by the Regional Director.

Requirements

  • Postgraduate university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or related field.
  • 15 years of increasingly responsible professional experience in public administration and international development, including at least 10 years in population and development, sexual and reproductive health or humanitarian contexts at the international level.
  • Current knowledge of population and development, sexual and reproductive health, and their role in development and humanitarian agendas.
  • Proven ability to lead teams to achieve high quality results.
  • Experience in advocacy and policy dialogue at national and international levels.
  • Experience in media/communication with partners and public information.
  • Experience in international development, particularly related to UNFPA's mandate and UN principles.
  • Field experience is essential; experience in developing, humanitarian or crisis contexts is an asset.
  • Fluency in English and French; knowledge of other UN languages is desirable.
