The Representative leads complex country office teams in designing and implementing population and development and sexual and reproductive health programmes in humanitarian-development-peace contexts. The role involves strategic leadership, partnership building, resource mobilization, and ensuring effective programme delivery aligned with the 2030 Agenda and UNFPA's mandate.

Responsibilities

  • Lead the positioning of UNFPA on ICPD Agenda related strategic issues based on global, regional and national policies and strategies.
  • Build institutional relationships with government, civil society, private sector, UN community, international organizations, academia, media, parliamentarians and bilateral partners to support UNFPA’s mandate.
  • Promote UNFPA’s role in national development agendas and establish priorities aligned with UNFPA corporate priorities.
  • Ensure incorporation of policies, programming tools, knowledge and sound business practices into country programme delivery.
  • Lead and coordinate strategic plans for humanitarian and preparedness actions as applicable.
  • Manage international and national staff, providing strategic direction, motivation, and fostering empowerment and career development.
  • Demonstrate transparent leadership and effective performance management.
  • Facilitate attraction and retention of expertise tailored to national priorities.
  • Set performance standards and assign responsibilities for achieving results.
  • Drive resource mobilization and partnership strategies including donor relations and fund mobilization.
  • Ensure safety, security and wellbeing of staff by compliance with security standards.
  • Provide senior management advice to guide country programming within the UN system.
  • Lead development and execution of country level policy dialogue and programmes including technical assistance for capacity development and humanitarian situations.
  • Engage national counterparts through advocacy and build support for programme objectives.
  • Represent UNFPA within UN Country Teams and Humanitarian Teams; support Resident Coordinators and promote integration of population and development issues.
  • Drive UNFPA accountability for UN Flash Appeal and Humanitarian Response plans and contribute to UNSDCF results.
  • Initiate South-to-South collaboration opportunities.
  • Apply results-based management and quality assurance frameworks.
  • Ensure compliance with UNFPA policies, procedures, corporate requirements and audit recommendations.
  • Perform other duties as required by the Regional Director.

Requirements

  • Master’s degree/ Advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or related field.
  • 10 years of increasingly responsible professional experience in public administration and international development, including at least 7 years in population and development, sexual and reproductive health or humanitarian contexts at the international level.
  • Current knowledge of population and development, sexual and reproductive health issues and their role in development and humanitarian agendas.
  • Proven ability to lead teams to achieve high quality results.
  • Experience at national and international levels in advocacy and policy dialogue.
  • Experience in media/communication with partners and public information.
  • Experience in international development, particularly related to UNFPA's mandate and UN principles.
  • Field experience is essential; experience in developing, humanitarian or crisis contexts is an asset.
  • Fluency in English and French is required; knowledge of other UN languages is desirable.
