Programme Analyst, Sexual and Reproductive Health

The Programme Analyst on Sexual and Reproductive Health in Goma, DR Congo, provides strategic leadership and technical expertise for the design, implementation, and evaluation of UNFPA's Sexual and Reproductive Health interventions. The role involves results-based management, monitoring, and collaboration with partners to ensure effective delivery of SRH components within the country program.

Responsibilities

• Lead the results-based planning, technical implementation, rigorous monitoring, and reporting for the UNFPA FCDO-funded integrated Sexual and Reproductive Health (SRH) project, ensuring full strategic alignment with the UNFPA Country Programme and the UN Sustainable Development Cooperation Framework (UNSDCF).
• Provide technical leadership and drive project implementation in collaboration with zonal, provincial and national health authorities, NGOs, and key stakeholders; ensure SRH project designs integrate global best practices, evidence-based interventions, and robust results-based management (RBM) frameworks.
• Provide technical expertise in designing and implementing annual workplans and operational plans for implementing partners involved in project implementation.
• Conduct technical and policy analysis of national political, social, and health systems dynamics to inform national-level SRHR interventions, generating analytical briefs and policy inputs to advance strategic dialogue and institutional capacity strengthening.
• Oversee operational and technical delivery of project components, building strong partnerships with implementing partners and UN counterparts to expedite quality delivery, ensure compliance with donor requirements, and build institutional capacity.
• Deliver specialized technical guidance from lessons learnt on the field to strengthen national SRHR policies and program delivery, encompassing maternal health, emergency obstetric care, family planning, adolescent SRH, and health-sector responses to gender-based violence.
• Drive knowledge management and evidence generation by systematically analyzing SRH program performance, extracting operational lessons learned, and disseminating best practices to inform policy dialogue and strategic decision-making.
• Support strategic resource mobilization and advocacy efforts for the Country Office by formulating high-quality technical proposals, donor reports, and technical briefs for multi-stakeholder and donor platforms.
• Foster technical innovation and the replication of proven SRHR interventions across development and humanitarian sectors, strengthening cross-sectoral coordination with national partners.

Requirements

• Advanced degree in medicine, public health and/or other related social science fields.
• Minimum of two (2) years of increasingly responsible professional experience in Sexual and Reproductive Health (SRH) programme design, implementation, and management, with emphasis on complex, volatile, or humanitarian settings.
• Demonstrated experience in operationalizing Results-Based Management (RBM) frameworks, project monitoring, performance tracking, and analytical reporting in alignment with organizational standards.
• Strong technical expertise in health systems strengthening, emergency obstetric and newborn care (EmONC), family planning, and gender-based violence (GBV) integration within health-sector responses.
• Proven track record in managing work plans, budgets, and implementing partners, including the setup and oversight of remote monitoring systems in challenging environments.
• Strong capacity for multi-stakeholder coordination, partnership building, and policy dialogue with government entities, UN agencies, and non-governmental organizations.
• High proficiency in training facilitation, capacity development, knowledge management, and data-driven decision-making.
• Excellent analytical, report writing, and strategic communication skills with the ability to deliver high-quality technical briefs and donor proposals under tight deadlines.
• Proficiency in enterprise resource planning software (e.g., Quantum), data visualization platforms (e.g., Power BI), and standard office software applications.
• Prior experience within the UN system, particularly UNFPA, and familiarity with donor-funded projects (e.g., FCDO) is highly desirable.
• In-depth understanding of local sociocultural dynamics, health sector context, and language considerations in the duty station is an asset.
• Experience in one of UNFPA transformative areas is an asset.
• Working experience in humanitarian programmes is an asset.
• Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience is an asset
• Fluency in French and working knowledge of English is required.
• Knowledge of Swahili or other local languages is an asset
