National Individual Consultancy - For Value Chain and Market Study to Identify Viable Women’s Economic Empowerment (WEE) Opportunities for Survivors of Sexual and Gender-Based Violence (SGBV)

The consultancy aims to conduct a value chain and market study to identify viable, safe, and sustainable economic empowerment opportunities for survivors of sexual and gender-based violence (SGBV) in Mozambique. The study will inform the design and implementation of Women’s Economic Empowerment (WEE) activities under the Tolerância Zero! programme, focusing on survivor-centred, gender-responsive, and climate-resilient approaches.

Responsibilities

• Conduct desk review of national WEE frameworks, labour market reports, value chain studies, and climate resilience assessments.
• Review existing SGBV services, referral pathways, social services, and socio-economic support mechanisms.
• Map current WEE implementing partners and institutions including NGOs, CSOs, CBOs, financial institutions, technical training centres, and private sector actors.
• Develop an inception report outlining methodology, data collection tools, key informants, geographic coverage, and work plan.
• Conduct participatory field research and market analysis with survivors ensuring ethical standards.
• Identify high-potential value chains and market entry points aligned with survivors’ capacities, mobility, safety, and socio-cultural contexts.
• Analyse gendered and climate-related vulnerabilities affecting market participation.
• Evaluate urban, peri-urban, and rural differences.
• Assess availability, capacity, and gaps in WEE service providers.
• Identify opportunities for partnerships for skill-building, entrepreneurship support, vocational training, and savings groups.
• Develop strategic recommendations for survivor-centred WEE programming.
• Develop a practical implementation framework for integrating opportunities into GBV support and referral services.
• Submit deliverables including inception report, draft and final value chain & market analysis reports, and presentation of main findings.
• Participate in bi-weekly monitoring calls and incorporate feedback from the Tolerância Zero Programme technical team.

Requirements

• Master's Degree with 5 years of experience OR Bachelor's Degree with 7 years of experience.
• Proven experience in gender-responsive market assessments, value chain studies, WEE programming, or livelihoods.
• Expertise in SGBV, gender equality, and survivor-sensitive research.
• Experience working in Mozambique preferred.
