The consultant will develop and integrate Public Financial Management (PFM) mechanisms into the guidelines of the KIA Framework for reducing maternal and child mortality in Indonesia. The role includes developing budget tagging and tracking tools, synchronization of financing menus, PFM-specific monitoring indicators, and supporting innovative financing instruments for maternal and child health.

Responsibilities

  • Develop PFM mechanisms and monitoring indicators to operationalize implementation of KIA Framework and integrate them into management guidelines and technical assistance guidelines.
  • Facilitate technical discussions on menu synchronization across Decon Fund, DAK Non Fisik/BOK fund, and APBD to reduce maternal and child mortality.
  • Provide input to ensure financial management processes are embedded within the main Programme Management Guidelines.
  • Collaborate with RMNCH expert to embed public finance management indicators within the M&E framework and supervision tools.
  • Participate in stakeholder consultations and validation workshops regarding public finance matters.
  • Map fiscal and innovative financing instruments applicable for the health sector.
  • Develop innovative fiscal and financing mechanisms to finance the KIA framework and an action plan for piloting.
  • Provide technical assistance to Bappenas, MOH and MOHA in budget tagging and tracking for KIA Framework interventions.
  • Review and analyze existing public finance and budgeting practices relevant to KIA interventions at national and subnational levels.
  • Identify opportunities and entry points for budget tagging and tracking within existing planning and budgeting systems.
  • Develop budget tagging and tracing tools for RMNCH programmes at national and subnational level.
  • Facilitate technical discussions on menu synchronization across Decon Fund, DAK Non Fisik.

Requirements

  • Master’s degree in Public Health, International Development, Gender Studies, Social Sciences, or a related field.
  • Additional qualifications as an economist is desirable.
  • At least 5 years of professional experience in public finance management.
  • Proven experience in working on health financing and public finance management.
  • Working experience with government of Indonesia.
  • Advance knowledge of public finance management.
  • Understanding of public finance systems, particularly related to health.
  • Familiarity with current issues concerning the health transformation strategy led by Ministry of Health.
  • Analytical ability by using existing data and present it in an interactive ways, particularly in the context of reproductive, maternal and newborn health.
  • Experience in liaising, engaging and partnering with multiple stakeholders across different sectors (e.g., government agencies, UN organizations, civil society, and donors) and facilitating constructive dialogues.
  • Strong analytical skills with the ability to assess complex data and provide actionable recommendations.
  • Demonstrated capacity to work independently and take initiative, while also being able to collaborate effectively in a team-oriented environment.
  • Ability to navigate political sensitivities and diverse stakeholders with tact, diplomacy, and professionalism.
  • A problem-solving mindset, especially in dealing with challenges related to fiscal constraints and limited resources.
  • Flexibility and adaptability in working in a dynamic and sometimes unpredictable development context.
  • Familiarity with public finance management.
  • Familiarity with health financing.
  • Fluency in English and Bahasa Indonesia (written and spoken).
  • Strong written communication skills, with the ability to draft high-quality and well-structured reports.
  • Excellent presentation and facilitation skills for conducting workshops, training sessions, and meetings with diverse stakeholders.
