The International Operations Manager (IOM) operates under delegated authority from the UNFPA Representative and is responsible for strategic planning and management of UNFPA operations in South Sudan. The role covers financial and human resources management, procurement, IT, administration, travel and logistics, common services, and security, ensuring effective and efficient delivery of operational services.

Responsibilities

  • Provide strategic direction of the UNFPA operations under delegated authority from the Representative.
  • Contribute to the delivery of the country programme and ensure operations are effective, efficient, timely and transparent.
  • Ensure annual and longer-term management targets at the UNFPA corporate and Country Office level are met.
  • Determine optimal techniques/processes for improving effectiveness and efficiency of business operations.
  • Build capacity of operations staff through coaching and mentoring on all aspects of operations management.
  • Manage day-to-day UNFPA operations including financial management, human resources, general administration, procurement, and service provision.
  • Promote cross-unit teamwork and monitor financial exception reports for unusual activities.
  • Provide policy support, guidance and advocacy on development, establishment and management of common services with other UN organizations at country level.
  • Ensure safety and security of UNFPA staff and premises, support implementation of UN/UNDP MOSS compliance and represent UNFPA in Security Management Team.
  • Support partnership building on operational issues and represent UNFPA in inter-agency administrative meetings.
  • Perform other duties as directed by the Representative or management of the Regional Office or Headquarters.

Requirements

  • Postgraduate university degree in Public Administration or Business Administration, Economics, Management or other related fields.
  • 7 years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting.
  • At least 3 years experience in managing teams in a complex organizational setting.
  • Ability to build strong relationships with clients, focus on impact and result, and respond positively to feedback.
  • Solid knowledge in procurement, financial and human resources management, contract, asset, and information and communication technology.
  • Ability to lead business process re-engineering, to implement new systems, and to positively affect staff behavioural/attitudinal changes.
  • Ability to lead strategic planning, results-based management and reporting, formulation and monitoring of projects/programmes.
  • Experience in international development, particularly in the mandate of UNFPA and dedication to the principles of the United Nations.
  • Field experience is essential; experience from a developing, humanitarian context is an asset.
  • Fluency in English is required. Knowledge of other official UN languages is desirable.
