Individual Consultant - Gender/GBVie Analyst

The Gender/GBVie Analyst will coordinate, implement, monitor, and report on gender equality and gender-based violence prevention and response initiatives focused on the UNFPA Mindanao Earthquake Response. The role supports gender and GBVie-related programmes, advancing strategies such as policy advocacy, institutional capacity development, community engagement, and integration of gender perspectives across development, humanitarian, and peacebuilding efforts.

Responsibilities

• Provide technical assistance to UNFPA and implementing partners in identification, planning, implementation, and monitoring of SRH/Gender/GBVie activities.
• Support UNFPA’s engagement with government offices and interagency mechanisms to strengthen evidence-based local-level planning, budgeting, implementation, and monitoring of SRH/Gender/GBVie interventions.
• Provide technical oversight of the UNFPA Mindanao Earthquake early recovery project implementation.
• Facilitate development and/or revision of results-based Annual Work Plans under the Mindanao earthquake programme.
• Review and quality assure quarterly work plan progress reports, transaction lists, and FACE forms submitted by implementing partners.
• Convene quarterly collegial reviews with implementing partners to assess progress, share lessons, and address challenges.
• Organize convergence and harmonization meetings among Gender/GBV Mindanao implementing partners to strengthen coherence and complementarity.
• Establish and reinvigorate relationships with key government counterparts and non-government stakeholders related to SRH and Gender/GBVie.
• Forge collaborative relationships with executing agencies, technical experts, government partners, and UN agencies to ensure timely and efficient delivery of project inputs and outcomes.
• Contribute to the Country Office’s resource mobilization strategy for advancing the Three Zeroes Plus agenda in Mindanao with gender mainstreaming.
• Perform other tasks as assigned by supervisor in support of Gender/GBVie programme and UNFPA mandate.

Requirements

• Advanced University Degree in a field relevant to UNFPA’s mandate such as sociology, anthropology, social sciences, women’s studies, public health, public administration, international relations, international development, law or related fields OR a first-level university degree (Bachelor) with at least two additional years of qualifying experience.
• Work experience in gender, gender transformative approaches, gender-based violence/harmful practices, sexual and reproductive health, public health or social sciences is desirable.
• Experience providing technical support in development and/or implementation of sexual and reproductive health and gender transformative approaches at sub-national level.
• Experience working on SRH, gender-based violence prevention and response in development and humanitarian settings is an advantage.
• Prior experience in developing, implementing, and monitoring work plans is an advantage.
• Excellent interpersonal and communication skills.
• Field experience is a strong asset.
• Fluency in English and Filipino languages.
• Working knowledge of local/Mindanao languages is desirable.
