Individual Consultant Expert International Senior MDM/UEM, Infrastructure Systèmes & Réseaux, CSWeb et Cybersécurité-RGPH4

The consultant will design, deploy, secure, administer and document the IT infrastructure for the national cartographic operation supporting the fourth General Census of Population and Housing (RGPH-4) in Madagascar. This includes managing MDM/UEM for tablets, network and server infrastructure, CSWeb installation, cybersecurity, and local GIS infrastructure to ensure reliable data collection and processing.

Responsibilities

• Conduct diagnostic of existing infrastructure and define target architecture
• Dimension servers, storage, bandwidth and backup capacity
• Develop network diagrams, addressing plans, VLANs, firewall rules and administrative access
• Plan high availability or recovery mechanisms appropriate to system criticality
• Define data flows between tablets, MDM, CSWeb, databases, central office workstations and GIS server
• Implement data security and cybersecurity measures including access control, encryption, system hardening, logging and incident response
• Configure network equipment (routers, switches, Wi-Fi, firewalls) and basic services (DNS, DHCP, NTP) with secure remote VPN access
• Isolate administration, production, digitization and user networks
• Install and configure physical or virtual servers with backups
• Monitor servers, network, services and certificates continuously with alerting
• Document configurations and procedures for modifications
• Install and configure local GIS data server with spatial database and services for QGIS, GeoServer or equivalents
• Set up secure shared storage for layers, projects, exports and archives with access rights management
• Backup data, maintain modification history and establish archiving and restoration procedures
• Install and configure MDM/UEM solution with automated enrollment for up to 2,000 tablets
• Deploy remotely collection applications, certificates, Wi-Fi/VPN settings and security policies organized by zone, team, phase or role
• Configure remote lock, wipe, kiosk mode and restrict sensitive functions
• Maintain inventory of devices with serial numbers, IMEI, OS version, user, assignment and compliance
• Manage system and application updates and alerts for non-compliant, inactive, rooted or unsynchronized devices
• Establish rapid replacement and reconfiguration procedures for defective tablets
• Work closely with international CAPI expert, national cartography and GIS consultant and INSTAT technicians
• Deliver diagnostic report, technical architecture dossier, installation and configuration documentation, security and continuity plans, operational documentation, training materials, test reports and final production stabilization report

Requirements

• Master / Bac+5 minimum en informatique, systèmes et réseaux, cybersécurité, télécommunications, génie informatique ou équivalent
• At least 10 years of experience in IT, including at least 7 years in systems, networks, servers and security administration
• At least 4 years of practical experience with an MDM/UEM solution or centralized management of Android terminals, including at least two significant deployments of tablets or mobiles in production with automated enrollment (QR Code, Zero-Touch or MDM)
• Experience in administration of web servers and production databases, protection of sensitive data (access rights, encryption, backup and restoration), and setting up local shared data infrastructure for a technical team
• Experience in national or multi-site census, survey, cartography or territorial inventory projects
• Strongly desired experience with CSWeb/CSPro
• Fluency in written and spoken French; ability to work in English
