Deputy Representative

The Deputy Representative plays a leading role in the design and delivery of the UNFPA country programme, managing day-to-day operations of the Country Office and supervising staff. The role involves building partnerships, advocating for sexual and reproductive health and rights, and supporting national development efforts to achieve the SDGs.

Responsibilities

• Develop, manage and monitor the Country Programme in line with strategic plans and national policies.
• Assess and address implications of national trends on UNFPA work.
• Expand and diversify UNFPA’s portfolio with strategic new programme options.
• Provide feedback on policy, procedures and lessons learned to regional offices.
• Establish quality standards for project development and delivery.
• Oversee monitoring and evaluation of programmes ensuring adherence to theory of change and reporting requirements.
• Lead integration of UNFPA mandate areas in humanitarian preparedness and response plans.
• Develop national capacity to deliver on ICPD commitments and identify capacity gaps.
• Promote capacity of national research and academic institutions for evidence-based policy making.
• Support health system strengthening for universal access to healthcare including SRHR.
• Articulate strategies to develop capacity for rights-based policies and laws.
• Engage in dialogue with national partners to promote ICPD agenda implementation.
• Create/improve capacities to monitor and learn from capacity development initiatives.
• Foster knowledge sharing and innovation.
• Build and maintain relationships with government and partners.
• Advocate for ICPD agenda inclusion in national policies and humanitarian plans.
• Represent UNFPA in UN country teams and inter-agency groups.
• Liaise with donors and development partners for advocacy and resource mobilization.
• Support communication and visibility efforts for UNFPA and donors.
• Support management of Country Office including work plans and monitoring.
• Support resource mobilization and budget management.
• Manage and motivate staff, fostering empowerment and career development.
• Facilitate capacity building of national staff and guide programme implementation.
• Demonstrate performance appraisal and leadership supporting growth and accountability.
• Set performance standards and assign responsibilities.
• Support JPO career issues and advise managers.
• Support strategic planning for humanitarian and preparedness actions.
• Drive compliance with security standards for staff safety.
• Carry out other duties as required by the Country Representative.

Requirements

• Postgraduate university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or related field.
• At least 10 years of increasingly responsible professional experience in public administration and international development including programme designing, appraising and management.
• At least 8 years of experience in population and development, sexual and reproductive health or humanitarian at the international level.
• Demonstrated ability to refine programme design to align organizational objectives with national priorities and capacities.
• Experience at national and international level in advocacy and policy dialogue.
• Excellent media and communication skills to foster partnerships and maintain political relationships.
• Proven ability to lead teams to achieve high quality results.
• Experience in international development, particularly in UNFPA mandate areas, and dedication to UN principles.
• Field experience is essential; experience in developing or humanitarian contexts is an asset.
• Fluency in English is required; working knowledge of other UN official languages is desirable.
