Assistant Representative, NOC, FTA

The Assistant Representative designs, develops, and manages an innovative and responsive country programme for UNFPA in Colombia. The role involves leading the programme team, translating regional and country goals into tangible solutions, and advancing the ICPD policy agenda in a politically sensitive environment.

Responsibilities

• Conduct policy dialogue with Government, UN and other development partners to incorporate UNFPA’s priorities and agenda into national plans and strategies, and UN systems, initiatives and development frameworks.
• Translate global strategies into country-specific advocacy strategies, creating and delivering evidence-based advocacy messages and expanding the normative role to promote UNFPA’s programme goals.
• Promote a results-based approach, integrating innovative policies and strategies into the design and formulation of country programmes, sub-programmes and projects.
• Facilitate achievement of programme results by identifying, providing and coordinating inputs into programme development and implementation, ensuring programme monitoring and oversight, and coordinating and evaluating inputs of consultants and technical experts.
• Promote knowledge sharing and continuous learning including testing, evaluating and documenting innovative strategies and best practices internal and external to UNFPA.
• Contribute to resource mobilization and the shift from funding to financing by identifying potential donors, preparing proposals including outlining co-financing resources, and supporting government and other agencies in coordinating assistance.
• Lead rapid adaptation of programme management to respond to changing environment arising from humanitarian situations to reach displaced populations and LNOB using common operational data and provision of life-saving sexual and reproductive health and gender-based violence prevention activities.
• Promote UNFPA positioning in the interagency space through active participation and management of programme team participation in interagency groups, contributing substantively to interagency documents and knowledge products, and leading opportunities for joint programming and resource mobilization.
• Analyze population and development, reproductive health, gender issues, youth and humanitarian response in the country to provide substantive inputs to institutional responses and advocacy strategies.
• Create and leverage opportunities to position UNFPA’s policy agenda by participating in public information events.

Requirements

• Master’s degree in public health, medicine, sociology, demography, gender, international relations, international development, economics, public administration, management or other related discipline.
• 5 years of progressively responsible professional experience in the field of development and population activities, including programme designing, appraisal and management.
• Demonstrated ability to refine programme design with innovative and strategic focus to ensure alignment of organizational programme objectives to national priorities/capacities, including finance and human resources management.
• Proven ability to lead and manage teams to achieve demonstrable results.
• Evidence of resource mobilization and contribution to normative role, including experience in the area of humanitarian response.
• Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
• Fluency in Spanish (mother tongue) and English. Proficiency in Spanish will be considered an asset.
