Consultant(e) national(e) - Évaluation à mi-parcours du PSND-SIGE 2020-2030

The UNESCO Regional Office for Central Africa is recruiting a national consultant to conduct a mid-term external evaluation of the National Strategic Plan for the Development and Sustainability of the Education Management Information System (PSND-SIGE) 2020-2030 in Cameroon. The consultant will support the government in revising the strategic document and developing a new operational plan for 2026-2030, working closely with the national SIGE technical team and the Secretariat of the Education Sector Strategy Monitoring.

Responsibilities

• Develop a detailed work plan in consultation with the national SIGE team and the Secretariat of the Education Sector Strategy Monitoring, specifying methodology, activities, schedule, and responsibilities.
• Collect data from various education sector administrations, planning and finance ministries, statistical production institutes, and technical and financial partners.
• Analyze collected data and produce a report on the progress of the PSND-SIGE 2020-2030 implementation highlighting main results, constraints, best practices, and recommendations.
• Evaluate the execution level of the 2021-2025 Operational Action Plan within the PSND-SIGE 2020-2030, identifying completed and uncompleted activities, causes of any gaps, difficulties faced by responsible structures, and corrective measures.
• Support the technical preparation of the PSND-SIGE 2020-2030 review (agenda, themes, presentations, challenges, recommendations).
• Strengthen the capacity of the national SIGE technical team and the Secretariat of the Education Sector Strategy Monitoring on methodological approaches for conducting strategic reviews and monitoring and evaluation of sector plans.
• Participate in the animation and work of the PSND-SIGE 2020-2030 review.
• Support the preparation of a summary memorandum of conclusions and recommendations from the review.
• Support the revision of the 2020-2030 Strategic Plan and the development of the new 2026-2030 operational plan.

Requirements

• A university degree (Master's or higher) in education sciences, evaluation, statistics, economics or related disciplines.
• At least 10 years of experience in qualitative and quantitative support and analysis in education.
• At least 5 years of proven experience in evaluation or analysis of educational project/sector management systems, including the development and evaluation of Education Management Information Systems (SIGE).
• Proven experience collaborating with public institutions and/or technical and financial partners.
• Very good knowledge of the Cameroonian education system.
• Excellent capacity for training and skills transfer.
• Good ability to work in a team, under pressure, and with a synthesis spirit.
• Excellent writing and communication skills with strong interpersonal and presentation skills.
• Good computer skills.
• Fluency in French or English.
