See your match score & applyThe Senior Coordination Officer leads the administration and coordination of the Nairobi Convention Secretariat, overseeing programme and project development, implementation, and evaluation. The role involves liaising with Contracting Parties, managing intergovernmental processes, resource mobilization, and ensuring effective delivery of environmental programmes related to marine and coastal management in the Western Indian Ocean region.
Responsibilities
- Leads supervision of the administration of Nairobi Convention and its Secretariat, developing, implementing and evaluating assigned programmes/projects.
- Prepares and convenes meetings of Contracting Parties and conferences provided for by the Nairobi Convention.
- Transmits notifications, reports and other information to Contracting Parties as per Convention provisions.
- Carries out functions assigned to the Secretariat by the protocols to the Nairobi Convention.
- Reviews enquiries and consults with Contracting Parties on questions relating to the Convention and related protocols.
- Coordinates implementation of cooperative activities agreed by Contracting Parties and conferences.
- Manages overall administrative arrangements for effective secretariat functions.
- Liaises with Parties, governments, stakeholders, donor community, international organizations and other relevant entities.
- Supports activities in UNEP's Regional Seas Programme and actions stemming from UNEA decisions.
- Facilitates development and implementation of fundraising strategies to mobilize support for activities and initiatives.
- Coordinates management and delivery of Global Environment Facility (GEF) projects and other sub regional projects funded by GEF, European Commission, governments and others.
- Ensures implementation of gender mainstreaming guidelines in all planned actions.
- Supports analysis and documentation of lessons learned and best practices in Nairobi Convention.
- Provides multi-disciplinary analytical support to Focal Points for integrated information and knowledge management strategy.
- Supervises preparation of technical publications and supports national focal points in publishing technical reports.
- Manages Clearing House Mechanism for information concerning Nairobi Convention area.
- Coordinates development of regional policies and strategies for marine and coastal protection in Western Indian Ocean Region.
- Directs substantive support to consultative meetings, conferences including agenda setting and document preparation.
- Manages outreach activities including training workshops, seminars and presentations.
- Leads field missions providing guidance and drafting mission summaries.
- Provides overall financial management and guidance on contributions to East African Trust Fund.
- Coordinates budget and funding activities including programme/project preparation, progress reports and financial statements.
- Serves as spokesperson and establishes collaboration and partnerships with key officials inside and outside the organization.
- Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff.
- Leads team efforts to collect and analyze data for planning, decision-making and reporting.
- Ensures data accessibility, integration and sharing.
- Performs other duties as required.
Requirements
- An advanced university degree (Master's degree or equivalent) in environmental management, environmental law, biology or natural sciences is required.
- A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
- A minimum of ten (10) years of progressively responsible professional experience in the planning, implementation and management of marine and coastal programmes, policies and initiatives at the national, regional or international level is required.
- At least five years of experience in intergovernmental processes, including supporting negotiations, governing bodies, and conferences of the parties, is required.
- A minimum of five (5) years' experience managing large programmes and projects relating to the marine environment is required.
- A minimum of three (3) years' experience in resource mobilization is required.
- Experience in data analytics or related area is desirable.
- English language proficiency at UN Level II for reading, writing, listening and speaking is required.
