The Programme Management Officer will lead the development and supervision of GEF projects related to artisanal and small-scale gold mining and mercury mining. The role involves project management, technical guidance, private sector engagement, data analysis, and supporting UNEP's mining and critical metals work areas.

Responsibilities

  • Lead the development and supervision of GEF projects on artisanal and small-scale gold mining (ASGM) and mercury mining.
  • Identify, develop and approve high-quality new projects in line with UNEP strategic priorities and government/partner priorities.
  • Establish and maintain legal and operational delivery structures for projects, including preparing legal agreements and conducting due diligence and capacity assessments.
  • Register projects in UNEP internal project management and reporting systems and liaise with Regional Offices and UN Country Teams.
  • Support closure of projects.
  • Supervise Executing Agencies to ensure delivery of projects meeting Project Result Framework and expenditure targets, ensuring compliance with fiduciary and other standards.
  • Support annual work planning and budgeting processes, ensure timely and transparent reporting, and support audit and procurement standards.
  • Provide quality assurance of technical outputs and deliverables, review reports, and lead corrective actions and adaptive management.
  • Organize midterm reviews and coordinate project terminal evaluations.
  • Support operation and direction of UNEP High Impact Sector Team and mining and critical metals work areas.
  • Contribute technical guidance and advisory to UNEP Mining projects and High Impact Sector Team.
  • Align and contribute GEF ASGM and mercury mining portfolio inputs into UNEP mining related publications and communication materials.
  • Support private sector engagement including GEF private sector cofinance partners.
  • Collect and analyze data to identify trends and provide insights using data visualization methods.
  • Perform other duties as assigned.

Requirements

  • Advanced university degree (Master's degree or equivalent) in earth sciences, environmental sciences, environmental management, chemistry, metallurgy, engineering, or economic and social studies is required.
  • A first-level university degree (Bachelor's degree or equivalent) in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
  • Relevant training in Project Management is required.
  • A minimum of five (5) years of progressively responsible work experience at the international level related to the minerals, mining and metals (3Ms) value chain is required.
  • Experience in developing and/or implementing international environmental programmes in developing countries and managing development projects on sustainability or to reduce mining pollution is required.
  • Experience with Global Environment Facility or equivalent international projects cycle is required.
  • Experience working in, or with the private sector on implementing upstream innovation and solutions in reducing sustainable metals and mining value chains or pollution is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable.
  • English is required at UN Level III proficiency in reading, writing, listening, and speaking.
  • Either Spanish, French, Russian, Chinese (Mandarin), or Arabic is desirable at UN Level I proficiency in reading, writing, listening, and speaking.
