Programme Management Officer

The Programme Management Officer supports the implementation of the Systematic Observations Financing Facility (SOFF) programme, leading country-level activities, coordinating partners, and ensuring compliance and achievement of climate resilience objectives. The role involves programme delivery, coordination, fiduciary oversight, and outreach within UNEP's Climate Change Division in Bangkok.

Responsibilities

• Monitor country progress towards meeting WMO Global Basic Observing Network (GBON) standards.
• Identify problems in project implementation and recommend solutions.
• Participate in Project Steering Committees and evaluations on behalf of UNEP.
• Coordinate budget funding activities including programme/project preparation, submissions, progress reports, and financial statements.
• Conduct risk management and implement risk mitigation measures.
• Lead project-related procurement and recruitment processes.
• Organize and prepare written outputs such as progress reports, analysis, and communications materials.
• Deliver presentations on climate information services and systematic observations.
• Undertake outreach activities and participate in development of training workshops and seminars.
• Organize and provide substantive guidance to meetings, conferences, including agenda setting, participant identification, background documents, and logistics.
• Conduct monitoring missions and provide guidance to consultants and government officials.
• Coordinate annual work plan development and prepare related documents.
• Collect and analyze data to identify trends and provide insights using data visualization methods.
• Perform other duties as assigned by supervisor.

Requirements

• Advanced university degree (Master's degree or equivalent) in environmental sciences or related field is required.
• A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
• Successful completion of degree and non-degree programs in data analytics, business analytics or data science is desirable.
• Minimum of five years of progressively responsible experience in project/programme management related to environment and/or climate change is required.
• Minimum of two years experience in management and oversight of environmental projects funded by global funds is required.
• Minimum of two years experience in supporting environmental and climate information management at country level, preferably with Small Island Developing States (SIDS) and Least Developed Countries (LDCs) is desirable.
• Minimum of one year experience in data analytics or related area is desirable.
• Strong understanding of programme management principles and environmental governance.
• Ability to analyze and interpret data in support of decision-making and convey information to management.
• Ability to apply judgment, plan work, manage conflicting priorities, and work collaboratively in teams.
• English language proficiency at UN Level II for reading, writing, listening, and speaking.
