Responsibilities
- Support the development of Somalia's National Cooling Action Plan (NCAP) through targeted data collection and evidence-based policy recommendations.
- Map the current cooling landscape including technologies used, energy consumption patterns, refrigerants in use, and socio-economic drivers of cooling demand.
- Gather and review existing data, identify critical gaps, and consult with key public and private actors to validate findings and collect additional qualitative insights.
- Provide data to assess projected cooling needs considering Somalia's urbanization, climate trends, and development priorities.
- Support drafting of the NCAP and prepare technical inputs.
- Participate in coordination meetings and support organization of stakeholder workshops and validation events.
- Establish robust data management systems and conduct comprehensive data collection activities underpinning NCAP analytical work.
- Design and implement surveys and interviews targeting key stakeholder groups to capture information on cooling infrastructure, energy consumption, technology adoption, and capacity gaps.
- Collect sector-specific data to establish energy and emission baselines for subsectors including air conditioning, cold chain, mobile air conditioning, and refrigerants (HFCs), with projections for 2030 and 2050.
- Identify data gaps, propose strategies to address them, and compile collected data into accessible databases supporting modelling and policy analysis.
- Prepare a comprehensive technical report detailing methodology, findings, and sector-specific gaps.
- Engage with national and subnational stakeholders to validate findings, present interim results, and ensure transparency.
- Collaborate with UNEP, the national NCAP focal point, and other stakeholders to align data collection with Somalia's national strategies and international climate commitments.
- Support UNEP team in assessing Somalia's cooling landscape and context, developing NCAP planning framework, facilitating inter-ministerial coordination, evaluating existing policies and technologies, and identifying gaps and opportunities.
- Engage stakeholders through consultations and workshops and build institutional capacity through training and knowledge products.
- Strengthen technical delivery, build institutional capacity, and facilitate mainstreaming of sustainable cooling solutions across government and market actors.
- Support UNEP in preparing a project proposal on sustainable cooling for Somalia.
Requirements
- Advanced University degree (Masters or equivalent) in public administration; economics; building engineering; architecture; urban planning; environmental studies; law; political science; or a similar discipline is preferable.
- A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of eight years’ experience in field relevant to climate change and sustainable cooling, energy efficiency, with strong experience in data collection and analysis, and in engaging government officials and industry actors.
- Knowledge of national policies on climate change and/or cooling in Somalia is required.
- Excellent written and oral communications skills on energy, urban planning, buildings and environmental related topics.
- Demonstrated ability to conduct data collection and analysis to support evidence-based policy development and provide technical inputs to governments and other stakeholders.
- Demonstrated ability in multi-stakeholder process and stakeholder engagement.
- Experience in sustainable cooling in buildings and cities, especially passive cooling, energy efficiency and Nature-based Solutions, is desirable.
- Fluency in Somali and written and oral English is required.
